Press Statement by Prime Minister during the State Visit of President of Palestine to India


Your Excellency, Mr. Mahmoud Abbas, President of the State of Palestine,
Members of the Palestinian and Indian delegations,
Members of the media,
Ladies and Gentlemen,



I am delighted to welcome back President Mahmoud Abbas, an old friend of India, on his State visit to India. The relationship between India and Palestine is built on the foundation of long-standing solidarity and friendship since the days of our own freedom struggle. India has been unwavering in its support of the Palestinian cause. And ,we hope to see the realization of a sovereign, independent, united and viable Palestine, co-existing peacefully with Israel. I have reaffirmed our position on this to President Abbas during our conversation today.


Friends,

President Abbas and I have just concluded useful and detailed discussions that will add further strength to our partnership. We had extensive exchange of views on the situation in West Asia and the Middle East Peace Process. We agreed that the challenges in West Asia must be addressed through sustained political dialogue and peaceful means. India hopes for early resumption of talks between Palestinian and Israeli sides to move towards finding a comprehensive resolution. At the bilateral level, India is committed to be a useful development partner of Palestine. President Abbas and I agreed that both sides, through practical cooperation, will work together to build Palestine’s economy and contribute to improving the lives of its people. We will continue to support the development and capacity-building efforts of Palestine. The agreements concluded today are reaffirmation of our intent to strengthen cooperation in this direction. We have also taken up for particular emphasis the areas of information technology, youth and skills development in the assistance provided by India. India is undertaking project assistance for a flagship Techno-park project in Ramallah. Once completed, it will serve as an IT hub in Palestine offering a one-stop solution for all IT-related training and services. We also look forward to enhancing our cultural exchanges by adding new elements including Yoga exchanges. We look forward to the Palestinian people participating in large numbers during the International Day of Yoga celebrations next month. In the end, I wish President Mahmoud Abbas and his delegation a pleasant and productive stay in India. I look forward to working together with President Abbas to further strengthen our bilateral relations.

New Delhi: Prime Minister Narendra Modi on Tuesday met Palestinian President Mahmoud Abbas here ahead of India-Palestine delegation-level talks.

Earlier in the day, Abbas was accorded a ceremonial welcome at the Rashtrapati Bhavan here following which he paid tribute to Mahatma Gandhi at Rajghat.

External Affairs Minister Sushma Swaraj called on the visiting dignitary and discussed issues of bilateral interest.

On Monday, addressing a gathering at the India Islamic Cultural Centre here, Abbas said that he would seek the help of Modi's good offices to reach the two-state solution that envisaged an independent, sovereign Palestine with East Jerusalem as the capital.

Abbas arrived here on Sunday on a four-day visit to India. This is his fifth visit to India and the third state visit after his visits in 2008 and 2012.

He is being accompanied by a delegation comprising Palestinian Deputy Prime Minister Ziad Abu Amr, Foreign Minister Riad Malki, Diplomatic Advisor Majdi Khaldi, Presidency Spokesperson Nabil Aburdeineh and Palestine's Chief Judge Mahmoud Habbash.

New Delhi: Prime Minister Narendra Modi on Tuesday conveyed to Palestine President Mahmoud Abbas India's "unwavering support" to the Palestinian cause.

After holding extensive talks with Abbas, PM Modi said India hopes to see a sovereign, independent, united and viable Palestine, co-existing peacefully with Israel.

PM Modi also said that India hopes for an early resumption of talks between Palestinian and Israeli sides so as to move towards finding a comprehensive resolution to the Palestinian issue.

Abbas also condemned terrorism in all its forms and manifestations and voiced support for all regional and international efforts to fight this menace.

Your Excellency Mahmoud Abbas, President of the State of Palestine,

Distinguished guests,

Ladies and gentlemen,

It is with great pleasure that I extend a very warm welcome to you, Mr. President and the distinguished members of your delegation.

Excellency, I recall, with pleasure, my own visit to your beautiful country in October, 2015. The warmth of the friendly people of Palestine throughout my visit has made a lasting impression on me. I am happy that your State Visit has given me the opportunity of receiving you once again in the Rashtrapati Bhavan.

Mr. President,

India attaches high value to her long standing friendship and close co-operation with Palestine. Over the years, our bilateral relationship has expanded - to encompass many more areas of common interest. India remains firmly committed to assist the Palestinian people in achieving their developmental goals.

Excellency, India has been unwavering in its support for the aspiration of the Palestinian people to have their own country and, themselves, be the masters of their destiny. In 1938, Mahatma Gandhi, the Father of our Nation voiced our country’s rejection of the partition of Palestine and the creation of a state based on religion.

Later in 1947, India voted against the partition of Palestine at the United Nations General Assembly. India was the first Non-Arab State to recognize PLO as the sole and legitimate representative of the Palestinian people in 1974 and one of the first to recognize the State of Palestine in 1988.

We were delighted when the UNGA voted on November 29, 2012 to upgrade Palestine’s status to “non-member observer state” and in favour of the installation of Palestinian flag at the UN premises along with the flags of other observer states in April, 2015.

Consistent with these efforts, India has expressed support for the Arab Peace Initiative and the Quartet Road Map. We have persistently advocated for the implementation of relevant resolutions of the United Nations General Assembly and its Security Council. We were happy to have participated in the Middle East Peace Process Conference held in Paris in January, 2017.

Now, we earnestly hope for early resumption of talks between Palestine and Israel leading to the establishment of an independent and sovereign State of Palestine. We wish that the creation of a Palestinian State - that is a full member of the comity of nations, becomes your lasting personal legacy to your people.

Excellency,

India has been happy to contribute to Palestine’s nation-building endeavour through technical and financial assistance. I am glad to note that most of the projects announced during my State Visit to Palestine are making good progress. I am also happy to learn that the foundation stone has been laid for the US$ 12 million Palestine India Techno Park – which had been announced during my visit.

Mr. President, both our Governments recognize the indispensability of investing in human resources for building the strong foundation of a modern nation. My Government is pleased to have hosted over 700 Palestinian nationals in training programmes offered under the Indian Technical and Economic Co-operation programme.

Going forward, it is a matter of satisfaction that our Governments have agreed to intensify our mutual co-operation in the fields of security, information and communications technology, agriculture, education, culture, healthcare and sports. The youth exchange programme initiated by our Governments will help in forging a partnership between our future leaders for enhancing the mutual understanding between our peoples.

Excellency, this is a time of unprecedented global challenges. The scourge of terrorism is, unfortunately, one of the biggest threats faced by the international community. India believes that there can be no justification, whatsoever for terrorism. Its use as an instrument of state policy is perilous and reprehensible. We believe that closer co-ordination and concerted efforts by the international community are necessary to tackle this menace effectively.

I am confident that your State Visit will be an occasion for our Governments to review, together, all aspects of our co-operation and decide the next steps that we will take to further enhance it. India looks forward to the outcomes of our joint efforts.

With these few words, Mr. President, I once again welcome you and wish you a very successful visit to India.

The President of India, Shri Pranab Mukherjee yesterday (May 16, 2017) received His Excellency Mr. Mahmoud Abbas, the President of the State of Palestine at Rashtrapati Bhavan. He also hosted a banquet in his honour.

Welcoming the President of Palestine, the President recalled his visit to Palestine in October 2015 and warm hospitality of the Government and people of the State of Palestine. The President congratulated Mr. Mahmoud on his re-election as chairman of Fateh Party. He said in the re-election of Mr. Mahmoud people of Palestine have made it clear that their primary aspiration is for peace and strong leader who will lead them towards their aspirations.

The President said India attaches great importance to its bilateral relations with Palestine which have gained momentum and expanded in recent years. He expressed hope that this visit will take the two countries cooperation further and diversify their relations for the benefit of both the people. He also expressed happiness over the fact that most of the projects announced during President’s visit to Palestine are taking shape.

The President said India’s commitment to the Palestinian cause and its friendship with the people of Palestine have become an integral part of its time tested foreign policy.

Cabinet approves MoU between India and Palestine on agriculture cooperation

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval to the Memorandum of Understanding (MoU) between Ministry of Agriculture & Farmers’ Welfare and the Ministry of Agriculture in the State of Palestine on agriculture cooperation.

The MoU was signed in May 2017 during the visit of the Palestinian Minister of Foreign Affairs to India.

The MoU provides for cooperation in the fields of agricultural research; veterinary field including capacity enhancement of Palestinian Veterinary services and Animal Health; irrigation and climate change. It will also be extended to areas such as plant and soil nutrition; exchange of experiences in the field of sanitary and phytosanitary legislation and plant protection Animal husbandry, modern irrigation technology including exchange of experiences, and training and capacity building, etc. would also come in its purview.

Under the MoU, an Agricultural Steering Committee will be constituted to determine the programs and action plans to achieve the objectives provided in the MoU It will also set the agenda for cooperation.

Cabinet approves MoU between India and Palestine on cooperation in the field of Health and Medicine

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval for signing a Memorandum of Understanding (MoU) between India and Palestine on cooperation in the field of Health and Medicine. The MoU was signed on 16th May, 2017.

The MoU covers the following areas of cooperation: -

i) Capacity building of health staff;
ii) Prevention and control of communicable diseases;
iii) Physiotherapy and rehabilitation;
iv) Drugs, pharmaceuticals and Medical Equipments; and
v) Any other area of mutual interest.
A Working Group will.be set up to further elaborate the details of cooperation and to oversee the implementation of this MoU.

Cabinet apprised of MoU between India and Palestine on cooperation in the field of Information Technology and Electronics

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has been apprised of the Memorandum of Understanding (MoU) between India and Palestine on Cooperation in the field of Information Technology and Electronics (IT&E)

The MoU intends to promote closer co-operation in the areas of e-Governance, m-Governance, e-Public Services Delivery, cyber security, software technology parks, start-ups ecosystem etc.

The MoU shall come into effect from date of signature of the parties and shall remain in force for a period of 5 years. The MoU shall be implemented by establishing a Working Group on IT&E composed of representatives of the two Parties. Bilateral Cooperation in ICT domain both B2B and G2G will be enhanced. It envisages improving B2B collaboration leading to employment opportunities.

Background:

India has strong political support to the Palestinian cause at international and bilateral levels. India has been contributing material and technical assistance to the Palestinian people. The MOU on cooperation in the field of IT&E was initiated during the 1st Session of JCM in November, 2016.After several negotiations draft MoU was finalised and signed during the VVIP visit from Palestine in May 2017.

Says Sushma’s statement has boosted its position

Indicating at a new strategy of engagement, Palestine on Wednesday said India’s recent display of support has boosted the ongoing political reconciliation in the country.

Speaking to The Hindu, a senior Palestinian diplomat said the speech of External Affairs Minister Sushma Swaraj at the Non-Alignment ministerial in New York encouraged the Palestinian cause and said his country would seek support from all sections of Indians for protection of the Al Aqsa mosque.

‘Positive contribution’

“The speech that President Mahmoud Abbas delivered at the annual UN General Assembly [UNGA] strongly urged the international community to come forward supporting the Palestinian cause, and the speech of External Affairs Minister Sushma Swaraj at the ministerial of Non-Alignment movement on the sidelines of the same summit, made a very positive contribution, and boosted our position,” said the senior Palestinian diplomat.

He highlighted that following internal reconciliation between Fatah and Hamas factions, the move for an independent Palestine will gain new momentum.

In her speech delivered at the ministerial of the member countries of the Non-Alignment Movement (NAM), Ms. Swaraj had cited India’s traditional support for the rights of the Palestinian people and said, “For independent India, support for the Palestinian cause has been a reference point of its foreign policy.”

Two-state solution

In his speech at the UN delivered on September 20, President Abbas strongly urged the international community to pressure Israel for the implementation of the two-state solution, and pledged to give a chance to the peace plans of the U.S.

He also indicated that Ramallah would begin a new outreach to all parts of India and in this respect a beginning would be made with two India-Palestine friendship societies to be inaugurated soon in Odisha and Punjab.

Aims to cement the new truce between Fatah and Hamas
West Bank-based Palestinian Prime Minister Rami Hamdallah is to make his first visit to Gaza since 2015 on Monday, in a fresh attempt to reconcile with the Islamist movement Hamas which rules the Israel-blockaded coastal enclave.

The trip by Mr. Hamdallah and several of his Ministers aims to crown a rapprochement between Hamas and Palestinian President Mahmud Abbas’s Fatah party after a decade of animosity and spurts of violence.

Transfer of power

The talks are intended to prepare for a transfer of power in the Gaza Strip from Hamas to Mr. Abbas’s Palestinian Authority.

Hamas and its rival Fatah, which dominates the Palestinian Authority, have both expressed confidence that the latest unity initiative will fare better than the failures of the past.


But among many questions to be answered is the central issue of whether Hamas is really prepared to give up its Gaza security apparatus and share power with the PA. Senior Hamas official Mussa Abu Marzuq has said there is “great hope” for the success of the reconciliation efforts but that disarming Hamas personnel is not on the agenda.

Azzam al-Ahmad, a leading Fatah member, said he was now “more optimistic of ending Palestinian division in Gaza than at any previous opportunity”.

Mr. Abbas has this year turned the screw on his rival, halting payments to Israel for electricity it supplies to Gaza, cutting the salaries of officials in the territory and limiting the number of Gazans given approval to receive medical treatment elsewhere.

An India-aided technology park at Bir Zeit University in Palestine has become a full-time member of an international network of science parks. India has made a commitment of $12 million worth of investment in the Palestine-India Techno Park which is a part of New Delhi’s broader framework of capacity building in Palestine.

Chair of the Board of Directors and President of Birzeit University, Abdellatif Abuhijleh, Chief Executive of the Palestine-India Techno Park (PTP), Laith Kassis, and PTP board member Alaa Alaa Eddin attended the 34th World Conference on Science Parks and Areas of Innovation in Istanbul, a statement from the university said.

The technology park is now the member of the International Association of Science Parks and Areas of Innovation (IASP), a leading global network of such initiatives. As a part of the conference, the participants took part in a specialised training that tackled issues on the design, creation, and management of science and technology parks. “This is a platform for accumulating knowledge, gaining experience, and sharing it all in a professional atmosphere. We need to focus on learning how other countries manage and govern their technology parks, such as understanding the role of the private sector in empowering and developing the work of the parks,” Abuhijleh was quoted as saying.

The Bir Zeit University head also stressed at the need to provide such projects the funding needed to conduct research, network with markets, and build concrete systems that support entrepreneurship, in cooperation with local institutions, partners from the private sector, and higher-education institutions, in addition to funders, researchers, and students.

The Palestine-India Techno Park plans to connect with Palestinian academics and institutions from the private and public sectors, in addition to non-governmental organisations, to launch new projects that can benefit the local economy. It will also try to attract new foreign investments in the fields of technology and knowledge production, said the press release.

Besides the technology park, India has invested in opening educational institutions, extended scholarships to hundreds of Palestinian youngsters and launched several other programmes to support capacity building in Palestine.

Prime Minister Narendra Modi is expected to travel to the Palestinian capital of Ramallah on February 10, a diplomatic source has confirmed. The visit to the Palestinian territory is likely to be part of Prime Minister Modi’s outreach to the Arab world in the second week of February, during which he will hold a meeting with the Palestinian President Mahmoud Abbas.

“The visit is confirmed though the last minute logistical details are yet to be put in place. Prime Minister Modi will be in Ramallah for a day during his visit to the Arab world,” the diplomatic source said, describing the visit as the “most important” in the Arab country’s calendar. This will be the first time that an Indian Prime Minister will visit the Palestinian capital of Ramallah.

The official said that the trip indicates that India remains on track with its traditional stance on Palestine. Palestine had praised India’s recent vote in the UN against the U.S. recognition of Jerusalem as the capital of Israel.

“We are proud of India and India’s friendship with Palestine. By voting for a negotiated settlement of the issue of Jerusalem, India has conveyed to the world that it stands for peace in West Asia. We wish to thank the Indian government, Indian people and their attitude at the UN which will ensure peace in our region and in the world,” ambassador of Palestine Adnan Abu Alhaija had told The Hindu after New Delhi voted in support of a negotiated settlement of the issue of Jerusalem.

The issue of Indian support to the two-state solution was also discussed during the meeting between Prime Minister Modi and Mr. Netanyahu. A joint statement issued at the end of the official dialogue between the two sides expressed support for an early “resumption” of the peace talks between the Israeli government and the Palestinian Authority.

The Prime Minister is also expected to visit UAE and Oman apart from Palestine during the trip in the second week of February. In UAE, he is expected to attend an international conference.

Prime Minister Narendra Modi will embark on a state visit to Palestine, UAE and Oman from February 9 to 12. This is the first-ever visit by an Indian Prime Minister to Palestine, coming a few months after he went to Israel on a stand-alone visit de-hyphenating India’s ties with the two countries.

Since Israel visit, India voted in favour of a UN resolution opposing the US move to shift its embassy to Jerusalem; the Palestinian Ambassador to Pakistan was recalled after he shared stage with terror mastermind Hafiz Saeed at a public rally; and Israeli PM Benjamin Netanyahu recently concluded his first official visit to India.

Stressing that there had been no change in India’s official support for the Palestinian cause, B Bala Bhaskar, Joint Secretary in the MEA, said: “The PM is going to Palestine to reiterate India’s commitment of 70 years and express solidarity with Palestinian people.” Modi, who will reach Palestine via Jordan, will spend only a few hours in Ramallah on February 10.

Before entering into official talks, he will pay tributes at the Yasser Arafat Museum. He will be hosted for a banquet lunch by President President Mahmoud Abbas and both will hold official discussions. Around half a dozen MoUs are expected to be exchanged during Modi’s visit towards “capacity and infrastructure building” in the conflict-torn country.

In Dubai, Modi will address the Sixth World Government Summit. He will lay foundation stone for a proposed temple in Abu Dhabi. PM’s last stop will be Oman where he will visit Sultan Kabuski mosque and ancient Shiva temple in Muscat.

Listen boyo, war and national relations have nothing to do with greater good, or any sort of misguided morality. It's all about geopolitics, and national interests. If tomorrow, the US decided that it would be in its national interest to allow Russia to invade half of the world, you better believe they'd allow it, if not outright assist it making it happen.

Even the Israeli-Arab conflict is a result of geopolitical interests clashing. Greater good is just a catch phrase to make the masses more agreeable to things they'd normally vomit at.
