The naxalite insurgency has always been there, and it has waxed and waned over the years.

However, during the 1970's till even now, Indian governement has done no favours by neglecting the adivasis.

Also the naxalites are now more akin to bands of criminals, who extort mining operation to earn money.

The naxalites have not been very successful in mobilizing Dalits. Indians believe in karma and would rather die than kill the rich. Indians dalits are enduring the most miserable state of living in this world that, in similar situation, all nations would have gone a killing spree and murder all upper class.
