That is a good point. One of the ways to attract kids can be to provide free meals so they need not worry about working for food. This is already being done and should be extended across all regions. The other could be to actually pay kids of families below the poverty line the day wages to send the kids to school. This may be controversial and hugely prone to corruption, but if a kid gets the same money for doing both, the families and the kids themselves would prefer to attend school. This needs to be considered and sorted out with checks and balances, like free funding for only one/maximum two kids per family etc. The timing is really good in conjunction with the UIN initiative which will track the kids who are entitled for such benefits and make sure it reaches only the ones who are in need.
