FROM DR.MANMOHAN SINGH'S SPEECH TODAY

"I was born to a family of modest means. In my childhood I had to walk a long distance to go to school. I read under the dim light of a kerosene lamp. I am what I am today because of education. I want every Indian child, girl and boy, to be so touched by the light of education," said Prime Minister Singh."

This is quite good for india. Education is the key to success. but how practical would that plan be? cuz india is having huge poverty problems and alot of kids are breadwinners for their families, if they go to school there surely be chaos in the families.

That is a good point. One of the ways to attract kids can be to provide free meals so they need not worry about working for food. This is already being done and should be extended across all regions. The other could be to actually pay kids of families below the poverty line the day wages to send the kids to school. This may be controversial and hugely prone to corruption, but if a kid gets the same money for doing both, the families and the kids themselves would prefer to attend school. This needs to be considered and sorted out with checks and balances, like free funding for only one/maximum two kids per family etc. The timing is really good in conjunction with the UIN initiative which will track the kids who are entitled for such benefits and make sure it reaches only the ones who are in need.

A very good move by the congress govt to increase the literacy percentage nd hope by 2020 atleast 85% of indians r literate...
Man this cong govt is one of the best in recent times....

@offtopic
some times i hope (against my hope) that what will India be if the congress and the BJP can sink their diff (not much if u see their policies)
and form a sort of unity govt...that will rock...:
D:D

it would be a disaster..Opposition Parties are one of the pillars of democracy....If both BJP and Congress mingles than we would be nothing but a one Party Rule...However i would expect a more robust and mutually agreed foreign policy though i must say comparatively so far we have done a good job

Speaker your point is already implemented here in Kerala..children here got free meals in government schools and also they got certain quantity of rice to the household for the vacation period too..another thing is that private persons can sponser as much kids as they can..My mom teaches in a government school and most of the students there are from backward areas..those teachers collect a certain amount from their childrens salary to bought all the essential items for students..

As Kapil Sibal said its not only the responsibility of the Central government..state government,private bodies and individuals should work together for its sucess ..

The mid-day meal scheme is quite old and was instituted around Narasimha Rao's time. Good to know the positive effect it has had on schools. As you state, public partnership is very vital in this initiative. The each-one-teach-one slogan has to be revived.

I have studied in a variety of schools in India. Infrastructure-wise, some schools were less attractive than others, but as long as all schools have the basics, like roof (!), walls, desks, well-maintained restrooms, teaching material etc., that should suffice. Most important is to increase the accountability (esp. in government schools) of staff in terms of attendance. I read somewhere that one school installed CCTV cameras which the principal monitored. This substantially reduced the percentage of teacher absenteeism.

The mid-day meal scheme in Kerala started way back in 70's at tat time it was Upuma (dish made of Rava) as lunch,and in 80's it changed to rice,first government of Kerala tried to implement such a type of law in 1956 but it failed in legislature.
