BEIJING, JUNE 23 (APP): China is expected to start delivery of railway coaches to Pakistan Railways (PR) from September this year that would certainly help improve railways operational efficiency. A 15-member PR delegation in this regard is currently on study tour till July 4 to China to acquaint themselves about their maintenance and examine other technical aspects of these coaches.

Under an agreement the Changchun Railway Company will provide 202 coaches to PR and all is set to deliver first batch of around 50 bogies in September.
The delegation is comprised of members from Carriage Factory Islamabad, Railway Divisions of Karachi and Lahore. The manager procurement, Pakistan Railway Munawar Khan is leading the delegation, company source said.
They will study the production, their quality, design, painting, mechanical and operational aspects.
The company source said that on departure of the first delegation, three more such delegations from Pakistan Railways are expected to visit China.

Railways deficit reaches Rs 32b

LAHORE – The new chairman of the Pakistan Railways, Javid Iqbal revealed on Thursday that the Railways deficit has reached Rs 32 billion. But he expressed his hope that they would pull the PR?out of financial crisis with the cooperation of the public sector.
Taking to reporters at Railways Inspector General Office here, he said there was also a need for bringing improvement in rail management. To a question that when the railway would come out from the crisis, he avoided to give any time frame in this regard. Only freight service could bring out the rail from the deficit and there were also many other rooms for improvement, he said. He said that the PR had been facing severe shortages of locomotive since last two years and the things were worsening day by day.
Pakistan Railways should work both as a public utility and commercial organisation, he suggested. Mr Javid was of the view that the PR must improve itself with the passage of time. He said that no organisation could become profitable by selling its assets. When asked about the day by day increasing trends of closing trains operation at various routes by the railway authorities, he said that the profitable trains should not be closed. “Only 25 days earlier I took the charge, I need some time to understand the things,” he said. He said he was recently informed about the closure of about Rs 220 million annually profit making Shalimar Train. These acts were above my understating and the inquiry in this regard was underway, he said. Javid Iqbal said that bypassing of senior officers by juniors and the management related other issues are needed to be addressed

its about time something is done about the dire state of railways in Pakistan.....looks like nothing has been done/upgraded since the british were there.

ISLAMABAD: The ministry of finance agreed on Friday to release Rs11.5 billion next month under a bailout package for Pakistan Railways approved by the cabinet in December last year.

During a meeting with Finance Minister Abdul Hafeez Shaikh and Secretary Finance Waqar Masood Khan, Railways Minister Haji Ghulam Ahmed Bilour said the fund allocated by the federal cabinet for maintenance and rehabilitation of railways was urgently needed.

Mr Bilour complained that official backing for the National Logistics Cell had caused financial losses to Pakistan Railways. He said there were rules in force in most of the countries which prevented inter-district movement of cargo trucks, but in Pakistan a single truck could roam freely across the country.

Mr Shaikh asked the railways minister to move a PC-1 of the projects of his ministry. Mr Bilour said timely release of the fund would make 2011 the year of railway’s upgradation.

He said had the finance ministry timely released funds in the past, the railways would have repaired around 80 locomotives, adding that his ministry had the capacity to repair around 12 locomotives a month, but it needed funds for the purpose.


Mr Bilour said the Railways would spend Rs6.1 billion on maintenance of 145 locomotives, Rs4 billion on rehabilitation of tracks and coaches and Rs1 billion for future requirements.

After maintenance, he said, 75 per cent of locomotives would be used for carrying freight trains and the remaining for passenger coaches.


Mr Bilour claimed freight service brought in profits all over the world while passenger coaches suffered loss.


Note 1 Locomotive yeild you 1 Billion Rupees in return of investment / season Pakistan is seeking to attain at least 150-200 Locomotives, we bought brand new locomotives not 5-6 years ago but they were ruined due to negligence of maintenance staff , of course no one too accountability for it

I hope railways comes out of crises soon. Compare it with railways of 2007(Musharraf era), the corruption of PPP has destroyed & exploit each & every institution of Pakistan, be it PIA,Pakistan Steel, PR, Wapda or any other.

Sources say the Chinese supplier has also refused to honour the warranty on these 32 locomotives as they are ******* in Railways sheds in Karachi and Lahore. Purchase of 69 sub-standard locomotives from China by spending billions of rupees was one of the initial mega corruption scandals against General Pervez Musharraf and his team.

However, vested interests succeeded to even get the present government fall in line and to award the contract of another 75 locomotives from the same Chinese company. “12 locomotives of 2,000 HP and 20 locomotives of 3,000 HP, all under warranty, have now been totally scrapped. There is no way that these could be used and a great loss has been inflicted on the national exchequer,” GM Shahid said.

He added: “The total cost of these locomotives has proved to be very high as these outdated engines have a very high maintenance cost. Whenever we want to change a very important device in the engine, a turbo super charger, it become out of order within two to three months because of inferior quality of the engine and causes unbearable loss to the locomotive itself.”

Locomotive manufacturing is an engineering challenge and no manufacture would take the pain to learn all that only to churn out a sub standard product. No where is an evidence that China provided substandard locomotives rather our own failure to integrate the locomotives probably due to lack of funds or lack or expertise. Leaving heavy locomotives non-operational for longer periods without appropriate care and storage leads to their destruction. Its not your Toyota Corolla which can be left parked outside for a month long vacation overseas. This is what happened in our case. Its not Mushraff fault or Chinese fault. Its fault of our very own Pakistan Railway institution.

And then there is a hint why the supplier failed to deliver:
The 75 locomotives were ordered from China after President Zardari himself intervened and forced the Railways to oblige the Chinese suppliers despite large-scale opposition within the Railways Ministry. Railways Minister Ghulam Ahmad Bilour had gone on record against the Chinese suppliers but he was given a shut-up call.
Some one has milked the supplier dry with massive kick backs. Manufacturing is dependent on fluctuating cost of raw materials like steel, copper, etc etc..and looks like Mr Zardari has left soo litter margin for the chinese that they cannot cope slight increase in steel price.

He added: “The total cost of these locomotives has proved to be very high as these outdated engines have a very high maintenance cost. Whenever we want to change a very important device in the engine, a turbo super charger, it become out of order within two to three months because of inferior quality of the engine and causes unbearable loss to the locomotive itself.”
A person who doesnt know the difference between turbo and super charger knows jack sh1t about railway engine maintenance. Pakistan railway has no experience maintain turbo charged heavy locomotives. There were no turbos at the time of british.

The senior Railways official revealed that 15 per cent advance amount has already been paid to the Chinese company and now a letter has been sent to them seeking a reply within 14 days regarding complete breakdown of the 32 locomotives costing Pakistan billions of rupees.
That amount means nothing but crap. Knowing the low margins Chinese operate on, they demand atleast 30-50% advance.

I am not denying the fact that Chinese supplier has misdeliver and sucks at quality but as highlighted by the article, that was due to our own fault..we gave them the tender despite failing three times..some one got massive kick backs here.

i think the mentanence traning would have been given to pakistani technicians by the menufectures....if railway facing mentanence issue then the menufecturer themself should cameup to do the nesssasary..

Pakistan is buying around 200-250 locomotives aswell.

150 frm USA... 75 frm china and some more frm S.korea.

I have provided the sources in another thread reguarding locomotives.

Its time the govt should release funds and restructure railways. once a lucrative revenue generating department is now in shambles
