You are drastically misinterpreting the incident.

He refused to comment. This does not mean he accepted or denied anything. The title is inappropriate because at the time the video was made he was very much the Army Chief, and I'm 100% sure this video has been discussed(here) at least once already.

Indian side does not fire on Pakistani side but on the infiltrators backed by Pakistani army.
