‘Restricting military aid to Pakistan will hurt critical US interests’

WASHINGTON: Top US generals told a congressional panel on Thursday that restricting military aid to Pakistan could hurt critical US interests.

In their statements before the Senate Armed Services Committee, the generals also acknowledged that US and Pakistani militaries have worked closely since last year against the terrorists operating along the Pak-Afghan border.

They also advised Pakistan to take a decisive action against the Haqqani Network if it could not dissuade them from crossing into Afghanistan.

Gen Joseph L. Votel, nominee of the Commander of US Central Command, and Lt Gen Raymond Thomas, nominee for US Special Operations Command, appeared twice before the committee this week for their confirmation hearings.

Responding to suggestions from US lawmakers that the United States should restrict its military aid to Pakistan, Gen Votel said: “The risks of ineffective and unclear signals and conditioning may risk us losing our access and frank dialogue to Pakistan in areas critical to US interests.”

The present Commander of US Central Command Gen Lloyd J Austin told the committee on Wednesday that the “Pakistanis are uniquely positioned to counter the HQN, which remains the greatest threat to our forces and to stability in Afghanistan long-term.”

He acknowledged that the United States was “encouraged by some signs from Kabul and Islamabad that point towards a renewed effort at improving (their) relations”. Pakistan, he said, was also supporting the reconciliation process in Afghanistan.

“The Pakistan military continues to play a visible role in efforts to reduce safe havens in Fata … while at the same time actively countering militant groups, including Al-Qaeda, Tehreek-i-Taliban Pakistan, and the newly-emerged ISIL-KP,” he said.

But “we need Pakistan to take decisive action against the Haqqani Network,” he added.

Gen Votel told the committee that Pakistan had “a way of communicating to the Haqqani, and a way of highlighting to them the disruptive role” they were playing in Afghanistan.

“So I think the first thing we need to do is leverage their influence with that particular organisation to prevent them from having those particular facts,” he added.

“If that does not work they must conduct security operations to contain them and keep them from coming across the border and having an impact in Afghanistan,” he said.

Pakistan US relations can be simplified and improved without much effort. Somewhere along the road US underestimated Pakistan's steadfastness to uphold national interest. US allowed or encouraged Indian influence in Afghanistan post Taliban knowing well Pakistan will never tolerate it.

If the sensitivity of the situation was appreciated and US had not overly accommodated the new bride'India' who knows Pakistan may not have felt the need to indulge in a proxy war. Haqqanis and Afghan Taleban would have been discarded in favour of a democratic true gov of Afghanistan keeping in view a stable progressive gov is a better alternative to rag tag ideological warrior cum statesmen.

There is no crying now over this complicated relationship US itself imposed. 'You throw the goodies and we might give a little damn to your interest but largely our own' what is wrong with it? US is supporting FSA and other Jihadis against Gov of Assad. Who is following good Jihadis and bad Jihadis?

Because striking at base camps and logistical support with precision airpower, has proven to be highly effective. The F-16 Block-52's excell at that mission.

Haqqani network is only a story now which america keeps saying to make people believe that Pakistan is helping us against terrorism and thats why they support us and give military equipment but the truth is haqqani was done long time ago and america wants to keep it's influence in Pakistan so they play this ally against terrorism game

They need Pakistan for it gives them alot of strategic depth in south asia

Ah, but the Pakistani military would have to want to strike at such base camps for the F-16s to be "highly effective", right?

The US them selves have stopped all actions against Haqqani network - why should we?

If Pakistan can't even deliver Afghan Taliban to the negotiating table, what good is this leverage?

The answer is Pakistan has "certain level" of leverage over Afghan talibans, it is not that they are totally under our control. Pakistan in past had very good relations with Afghan taliban when they were in power. The thing is if they don't like the offer they will not come to negotiating table, current government has to offer something lucrative so at-least negotiations can begin. Don't worry Pak-Aghan-USA-China will surely work this out.

Pakistan created the Taliban, provides the oxygen it breathes, gives it sanctuary and yet it is helpless. One wonders if it's the Taliban calling the shots or Pakistan.

No wonder the US is skeptical.
