16 More Steel Products Brought Under Quality Control Order Covering Overall 85-90% Steel and Steel Products

In its commitment to ensure 100% quality regime in steel sector, Ministry of Steel has issued two Quality Control orders namely Steel and Steel Products (Quality Control) Order, 2018 and Stainless Steel Products (Quality Control) Order, 2018 vide Notification No S.O 2998 (E) and S.O. 2999 (E) respectively dated 20th June 2018. As a result, 16 more steel products have been brought under the ambit of quality control order. Prior to this, 34 carbon steel products and 3 stainless steel products were notified by the Ministry. In effect, these orders now cover 50 carbon steel and 3 stainless steel products, which have direct bearing on human health and are critical to safety and security of infrastructure, housing, engineering application and public at large. By implementing these orders, around 85-90% of steel and steel products consumed in the country would be covered under Quality Control Orders (QCO).

Ministry of Steel has decided to cover Tin Plates (IS: 1993), used in food, food additives, drug and medicines, under the mandatory quality control regime and the process is being initiated. Tin plate is largely used in packaging of food and food additives as well as drugs and medicines and beverages besides other non-critical, non-food applications. The Ministry is also considering bringing the remaining steel products under QCO in consultation with stakeholders in a phased manner.

In terms of the above notification, the notified steel items cannot be produced, sold, traded, imported and stocked unless they bear BIS Mark. Domestic manufacturers of these items have to obtain BIS certification mark licences. Foreign suppliers willing to supply these items to India will have to obtain BIS registration.

Government of India is concerned about reasonably large production and import of inferior quality of steel getting delivered to important end use segments such as power distribution, human health and safety of infrastructure and construction.

Stainless steel production rose to 3.32 million tons for 2016: ISSF

India overtook Japan to become the second-largest steel producer in the world after China in 2016, according to data released by the International Stainless Steel Forum (ISSF).

India’s stainless steel production rose to 3.32 million tons for 2016 showing an impressive growth of about 9% over 3.0 million tons achieved in 2015, ISSF said at their annual conference in Tokyo, Japan.


“This is a great moment for the Indian stainless steel industry,” KK Pahuja, president, Indian Stainless Steel Development Association (ISSDA) said. “ISSDA urges continuous policy support from the government to take the Indian stainless steel industry to newer heights. ISSDA will continue to work with all stakeholders to promote stainless steel based solutions for sustainability and growth.”

“Several government initiatives like ‘Make in India’, smart cities, focus on improving sanitation & waste management facilities, building new infrastructure are is likely to give a strong push to the stainless-steel industry in future,” Mr. Pahuja added.

Credit goes to BJP government who stopped cheap chinese Import and to do so, they imposed minimum import price.

Sports Policy For Steel Ministry CPSEs Launched

Union Minister of Steel, Chaudhary Birender Singh, unveiled the corporate sports policy for Central Public Sector Enterprises (CPSEs) under the Ministry of Steel here today. The policy will provide a framework for promotion of sports by Steel Ministry CPSEs.

Speaking on this occasion, Chaudhary Birender Singh said that sports is an indicator of a country’s economic development and strength and CPSEs, under the Steel Ministry, will strive to groom medal aspirants for the Olympic Games. The Minister explained that CPSEs will discharge their responsibility through infrastructural and institutional support for talent spotting, scholarships, training and coaching. Emphasizing the need for institutional support to sports, the Minister said the “Khelo India” programme of the Central Government, which provides annual financial assistance of Rs. 5 lakh per annum for 8 years to talented players identified in priority sports disciplines, has started yielding results.

The Minister said that Steel CPSEs will allocate a specific budget for sports activities, as per their financial strength, and this budget will be separate from the company’s CSR funds. He further stated that CPSEs under the Steel Ministry will encourage rural sports, sports for differently-abled and activities for homemakers by sponsoring annual and periodic sporting events. CPSEs of the Steel Ministry will also sponsor national and international sporting events.

All the Steel Ministry CPSEs will form an Apex Sports Body which will get affiliated to National Level Sports Associations and Federations, Indian Olympic Association (IOA) and Para Olympic Federation and Association. Maharatna and Navaratna CPSEs may set up Sports Academy in at least one of the identified sports discipline and maintain infrastructure there for including general fitness equipment and facilities.

The Minister said that the Steel Ministry is responsible not only for its PSEs but also for nation-building and the sports policy is directed towards that end.

Binoy Kumar Assumes Charge of Secretary in Steel Ministry

Binoy Kumar, IAS (TG:83) has taken over as Secretary, Ministry of Steel, Government of India, here today. He had been posted as Officer on Special Duty in the Ministry since 21st May 2018. Prior to this, Binoy Kumar held the post of Special Secretary, Logistics, in the Department of Commerce, where he continued to hold additional charge till 31st July 2018.

He also held the post of Director General (Supplies & Disposals), where he developed the Government e-Marketplace (GeM) as a one-stop online public procurement platform, in line with the digital initiatives of the Government of India.

Earlier, he also worked as Additional Secretary and Financial Adviser in the Ministry of External Affairs and Joint Secretary in Ministry of Defence. He has held various key positions in Andhra Pradesh. He now belongs to Telengana Cadre.

First ever awards to secondary Steel Sector

For the first time, the Ministry of Steel will be giving away awards to the secondary steel sector on 13th September 2018 at a function in New Delhi. The awards have been instituted in order to encourage the secondary steel sector as it plays a key role as a growth engine for the national economy and employment generation.

Strong performance of the secondary steel sector has added muscle to India’s steel production. Encouraged by the overall potential, the Government of India has taken various initiatives to improve the performance of this sector. A few such initiatives are - supporting energy efficiency projects (Energy conservation and control of GHG emission) and R&D activities, strengthening institutional support, protecting domestic producers from below-cost import from foreign countries through antidumping measures, launching of an award scheme to recognize and encourage progressive units for adopting energy-efficient technologies and innovative measures.

Based on the present growth pattern, it is expected that India will rise to the second position after China. The National Steel Policy 2017 has set a target of 300 million tonnes per annum of production capacity by 2030. The production capacity in 2017-18 has already reached 137.97 million tonnes (MT).

One of the most significant aspects of the secondary steel sector is that it reaches out to millions of people in the rural areas, meeting rural demand. Growing in conjunction with the primary steel sector, the secondary steel sector holds enormous potential for growth and opportunities in the country. This sector has certain specific advantages over the primary steel sector such as lower capital and land requirements and the capability to produce special sections and customized products. With these abilities, the sector is bound to play a major role in actualizing the growth target of 300 million tonnes of steel production capacity by 2030.

The secondary steel sector comprises various sub-sectors such as sponge iron units, EAFs, IF units, re-rolling mills, cold rolling mills, galvanizing units, wire drawing units, and tinplate producers with annual production capacity of less than 1 million tonne and they meet the country’s demand for value added steel products.

From a modest beginning with a small steel rerolling mill (SRRM) unit in 1928 in the industrial town of Kanpur, Uttar Pradesh, the industry grew impressively in different parts of country over the years. By 1968, this sector grew to produce nearly 5 million tonnes of steel annually. Kolkata in West Bengal, Mumbai in Maharashtra, and Mandi Gobindgarh in Punjab were the initial three clusters of the secondary steel sector in the country. With the advent of induction furnace (IF) melting units in the early eighties, the sector further expanded in the country in cluster mode with a wider entrepreneurship base.

India has achieved 103.13 million tonnes in 2017-18 against the production of 97.94 in the year 2016-17. Per capita consumption of steel is also steadily increasing and has reached about 69 kg Per capita today


World crude steel production in 2017 registered a growth rate of about 5.3% as compared to the previous year. The global production in 2017 stands at 1691.2 million tonnes. With about 6% share in the total world crude steel production, India occupies the third position behind China and Japan. The steel industry in India contributes nearly 2 per cent to the country’s gross domestic product (GDP).

First ever awards to secondary Steel Sector

Ministry of Steel has launched anAward Scheme to recognizethe Secondary Steel sector for their contribution to the national economy. The first ever awards will be given on 13th September 2018 at a function in New Delhi to the achievers in this sector for their performance during 2016-17.

The Secondary Steel sectorcontributes more than 34%of the total production of crude steel in the country and 42.86% of gross finished steel production. In long products segment, the sector contributes about 70% of the total national production. The sector serves critical and important segment of the market spanning from construction, machine tools, CR products, pipes, stainless steel, galvanized / color coated sheets. Secondary Steel sector comprises of composite and stand-alone steel production and processing units. The Composite units includes Mini Blast furnace / Coal based DRI-EAF / EIF with / without RM or DRI-EAF / EIF with / without RM or EAF / EIF-RM based plants producing semi finished steel / finished steel products using iron ore / scrap as basic input. The Stand-alone steel production / processing units includes EAF, EIF and Hot / Cold rolling mills producing semi finished / finished steel products.

At present, the Prime Minister’s Trophy / Steel Minister’s Trophy are given to large integrated steel plants having achieved crude steel production of 1 million tonnes per annum. The Secondary Steel Sector Award Scheme covers all the composite mini steel plants and the stand alone steel production / processing units having crude / finished steel production of less than 1 million tonnes per annum.

Steel is one of the core sectors of the Indian economy and plays a vital role for growth and development of the country. Presently, India is the 3rd largest steel producer in the world and is on the wayto becoming the2nd largest producer. Steel contributes to over 2% to India’s GDP and creates a virtuous cycle of employment generation throughout the economy.

Ministry of Steel today gave away Secondary Steel sector awards, for the first time, to 26 mini steel companies in recognition of their contribution to the national economy. The awards were given by Union Minister of Steel, Chaudhary Birender Singh, at a function in New Delhi. Twelve companies were awarded Gold Certificates and 14 Silver Certificates for their performance during 2016-17.

Speaking on this occasion Chaudhary Birender Singh said secondary steel sector contributes to more than half of the total steel production in the country. In order to enhance their global competitiveness, the awardhas been constituted. The Minister further added that in the context of India’s aim to create a globally competitive steel industry the secondary steel sector has to play an important role along with integrated steel players in order to achieve 300 million tonne capacity by the year 2030-31. At present India has 134 MT capacity. Secretary Steel, Binoy Kumar, said this recognition will encourage the secondary steel sector to strive for improving performance as well as quality of production. He said the consumption of steel in India has almost touched 70 kg per capita.

The secondary steel sector is a critical and important segment of the market spanning from construction, machine tools, cold rolled products, pipes, stainless steel, galvanized and color coated steel as well as exports. Nearly 150 units had applied for the awards, of which 82 units were inspected by the selection committee and the awardees were selected based on well-defined criteria.

Steel is one of the core sectors of the Indian economy and India is the 3rd largest steel producer in the world. Steel contributes to over 2% to India’s GDP and creates a virtuous cycle of employment generation throughout the economy.

Sail’s Strategic Approach to Improve Operational Profitability helps Margins

Chairman and Managing Director, SAIL Saraswati Prasad has said the persistent strategic approach to improve operational profitability assisted SAIL to improve the EBIDTA in FY’18 to Rs 5,184 Crore, a substantial increase over FY’17. He said this while addressing the shareholders of Steel Authority of India Ltd. (SAIL) on Company’s 46th Annual General Meeting held here today. He added that the improved operational performance is backed by increase in Saleable Steel production, higher share of Concast production, improved product mix, improvement in BF Productivity, reduction in Coke Rate & Specific Energy consumption, reduction in specific wage bill etc. In FY’18, after slimming losses by around 83%, Company’s Profit After Tax (PAT) on standalone basis improved to Rs (-) 482 Crore from Rs (-) 2833 Crore in FY’17. The consolidated profit after tax of the Company stood at Rs (-) 281 Crore for FY’18 as against Rs (-) 2,756 Crore in FY’17.

The Managing Director said that SAIL has almost finished its balance Modernization & Expansion Program. He reiterated that FY’18 witnessed several landmark achievements through ramping up of new facilities and surpassing previous records in physical performance. SAIL achieved its highest ever production of Hot Metal of 15.983 MT, Crude Steel of 15.021 MT and Saleable Steel of 14.071 MT. It also clocked an all-time best performance of Continuous-Cast (CC) Steel production of 12.80 MT with a growth of 9% over previous best of 11.77 MT, achieved in FY’17. He added that, on the back of various new initiatives to improve productivity and efficiency across all Plants, every Unit has registered improvement. Bhilai Steel Plant's new BF#8 ‘Mahamaya’ and SMS-III were commissioned during FY’18 and the Plant also supplied long rail panels (260 meters) to Indian Railways from new Universal Rail Mill, registering a growth of around 112% in FY’ 18. At Durgapur Steel Plant, Narrow Gauge Wheels from Wheel & Axle Plant and High Strength Structural E350 grade from Medium Structural Mill (MSM) were developed in-house. Rourkela Steel Plant’s New Plate Mill recorded a growth of 48.1% over CPLY by rolling more than 8 lakh tonnes and the Mill exported 1,27,000 tonnes of CE marked Plates to the European Market as well. With consistent efforts, Bokaro Steel Plant registered record production of Cast Slab at 3.276 MT (previous best: 2.990 MT) and highest ever production of CR Coil for sale at 0.916 MT against previous best of 0.776 MT.

Sighting positive outlook for global and domestic steel industry, he further said that growth in domestic steel consumption is strongly backed by robust development of India's infrastructure sector. It is further supported by 7.8% growth in domestic finished steel consumption during the FY’18, as a result of growing activities of steel intensive sectors. He said, SAIL continues to be the nation’s trustworthy steel supplier and SAIL steel is being used in country’s major developmental projects.

Fire incident in Bhilai Steel Plant

In a statement issued by the Steel Authority of India Ltd. (SAIL) a fire in gas pipe line of Coke Oven Battery Complex No. 11 of its Bhilai Steel Plant broke out at around 10.30 am today. The fire broke out during a scheduled maintenance job. Nine persons have lost their lives and 14 are undergoing medical treatment for burn injuries. All resources have been mobilized to provide adequate care to the injured. SAIL is providing all the support to the families of the affected.

Union Minister of Steel, Chaudhary Birender Singh, has expressed anguish at the incident and has asked Minister of State for Steel, Vishnudeo Sai, Steel Secretary, Binoy Kumar and SAIL Chairman, Anil Kumar Chaudhary to rush to Bhilai this evening to take stock of the situation and offer all possible help to the bereaved families. The Steel Minister is closely monitoring the situation.

Steel Minister urges tech giants to invest in minerals and metals sector in India

Union Minister of Steel, Chaudhary Birender Singh, has urged international investors and technology giants to invest in the minerals and metals sector in India. Speaking at the International Conference, on Minerals and Metals – Outlook 2030, being held in New Delhi, he saidIndia’s mining sector offers tremendous potential and presents a vast opportunity for investors to mine unexplored regions. India is well endowed with minerals and produces 95 minerals, including fuel, atomic, metallic & non-metallic and minor minerals.

Secretary, Ministry of Steel, Government of India, Binoy Kumar, who presided over the inaugural function, said that India is the second largest producer of iron ore andNational Mineral Development Corporation(NMDC) is the largestiron ore producer in the country. He further said India is the third largest steel producing country and will soon be in the second position. He said the per capita consumption of steel has risen to 69 kgs in the current year but it is still far behind the international consumption standard. Hence the steel industry has huge potential in the future. He said the National Steel Policy 2017 has set a target of producing 300 Million Tonnes of Steel by 2030 therefore the mining sector has to actively take steps to reach its target before 2030.

Chairman-Cum-Managing Director, NMDC, N Baijendra Kumar,said that the conference will focus on different aspects of mineral and metal sector and will help stakeholders in achieving the target set by India’s National Steel Policy.

Top CEOs and country heads of national and international organizations are deliberating on the future of minerals and metals worldwide in the two day programme. The event aims to achieve anunderstanding of the global commodities market for minerals and metals,highlighting the inter- linkage between mineral development and economic growth, the developments in the international metals market that can impact the Indian metals industry and identifying opportunities in Indian mining and metals.

Over 500 delegates from 16 countries are participating in the Conference which plans to offer an effective platform to existing and potential metal producers and miners, both domestic and international, for discussing, planning, and establishing mutually beneficial relationships.

The conference is being organized by NMDC and supported by Ministries of Steel, Mines and External Affairs.

Steel Minister announces Rs. 30 lakh compensation to kins of victims of Bhilai Steel Plant accident

Death toll rises to twelve

Union Minister of Steel, Chaudhary Birender Singh, reached Bhilai today morning and directly reached the hospital to enquire about the treatment being given and condition of those injured in yesterday’s fire incident. The Minister also interacted with their family members. The Minister announced compensation of Rs. 30 lakh each to the families of those who lost their lives in the accident, Rs. 15 lakh each for those who have serious injuries and Rs. 2 lakh each for those with minor injuries.

The families of the deceased will receive statutory compensation ranging from Rs. 33 to 90 lakh in addition to the compensation announced by the Minister. Steel Minister also directed SAIL to provide employment to the next of kin who died in the accident and free education to be given to children up to graduation level.

Three more employees have succumbed to their injuries taking the total death toll to twelve. Ten persons continue to receive treatment in the burns ward of Bhilai Steel Plant Hospital and one person is admitted in the ICU in critical condition.

Dr.Maneesh Singhal, Head of Department of Burns Unit of AIIMS, Delhi, has reached Bhilai and has expressed satisfaction with the treatment being provided in the Bhilai Steel Plant Hospital.

Steel Ministry is in the process of setting up an external committee of experts and orders will be issued soon.

Steel Minister held an internal meeting of SAIL officials after his visit to the hospital and directed that one senior official of Bhilai Steel Plant be made responsible for all rehabilitation measures to the families of those who have lost their lives and those who are injured and to ensure that all payments are made promptly.

Two senior officials of Bhilai Steel Plant have been suspended and CEO of Bhilai Steel Plant has been divested of his duties for the occurrence of the accident.

Steel Minister to visit Bhilai Steel Plant today

Union Minister of Steel, Chaudhary Birender Singh, will reach Bhilai Steel Plant today morning. The Minister will visit the hospital where the injured are admitted and are being treated.

Ministry of Steel has contacted Ministry of Health and four burns specialist doctors, from AIIMS Delhi, have been rushed to Bhilai for treatment of the injured. Based on the advice of the AIIMS burns specialists, the line of treatment is being followed and administered.

Of the injured 3 are serious and in a critical condition. One person is on watch and the others are being given treatment for various stages of burn injuries. Ministry of Steel has already ordered an internal inquiry into the accident and concerned officers are reaching Bhilai today. An external inquiry has also been ordered by Ministry of Steel.

Yesterday morning, a fire broke out, during a scheduled maintenance job, in gas pipe line of Coke Oven Battery Complex No. 11 in the Bhilai Steel Plant. All the persons who lost their lives and suffered injuries are regular factory employees and had taken all precautions before carrying out the maintenance work. But in spite of that the unfortunate incident took place.

Minister of State for Steel, Vishnudeo Sai, Steel Secretary, Binoy Kumar and SAIL Chairman, Anil Kumar Chaudhary had rushed to Bhilai last evening and visited the hospital to enquire about the condition of the injured. Ministry of Steel and SAIL are providing all support to the families of the affected.

Setting up of Steel Plant in YSR Kadapa District of Andhra Pradesh

A review was done by the Steel Ministry for preparation of feasibility report for establishing steel plant in YSR Kadapa District, Andhra Pradesh, as envisaged under Andhra Pradesh Reorganization Act, 2014. A High Powered Task Force comprising representatives from Central and State Governments, SAIL, RINL, NMDC, MECON and MSTC is working to evolve a plan and prepare a technical report.MECON has already submitted a draft report. Further it has finalised all that is required for the preparation of technical report and is waiting for data relating to availability of iron ore, which is essential for the preparation of the feasibility report. This data is to be provided by the State Government which is still awaited.

Union Steel Minister, Chaudhary Birender Singh,while reviewing the implementation of major projects related to steel sector on 12th October 2018,instructed MECON to give its technical report to the Task Force immediately without waiting for any other details that is yet to be provided by the State government. He further instructed that MECON may continuously follow up with the State government to furnish the details of mining leases and availability of iron ore at the earliest so as to enable the Task Force to evaluate the technical report of the project and its feasibility. It was also decided that the Task Force will study the mode of investment for the proposed steel plant as a Public Sector, Private Sector, a Joint Venture or a combination of any or all these.

In the discussion it was stressed that steel plant in YSR Kadapa District of Andhra Pradesh is a very important project for the overall development of that region and all efforts should be made to take the project to its logical end. Further, as per the Reorganization Act, the need for coordinated efforts by all the stakeholders in a time-bound manner was also underscored.

Conclave on Capital Goods in Steel Sector in Bhubaneswar

Ministry of Steel is organising a Conclave on “Capital goods in Steel sector: Manufacture in India” in Bhubaneswar, Odisha, on 23rd October 2018. Briefing mediapersons in New Delhi, today Union Steel Minister, Chaudhary Birender Singh, said that this Conclave is an initiative of Ministry of Steel to promote domestic capacity and capability building and manufacturing of capital goods in the steel sector. It is being organized with support of MECON and CII. The objective is to transform India into a world class manufacturing hub through massive collaborative efforts with best-in-class institutes and industry around the world.

National Steel Policy (NSP)-2017 envisages setting up of 300 Million Tonnes (MT) steel capacity by 2030-31 which means increasing the present capacity by 2.5 times from 138 MT to 300 MT in the next 12 years. There will be a huge investment of over Rs. 800,000 crore (USD 128 billion). Based on the current experience, about USD 25 billion (Rs. 160,000 crore) worth of capital goods equipment is expected to be imported by 2030-31.

The steel consumption in the country has been increasing at 7.9% since last two years. As per World Steel Association’s 8 month steel production figures for 2018, India has become the second largest steel producer in the world. Indian steel production has been growing at 6.7%, achieving highest growth amongst the major economies of the world.

Through multilateral collaborative efforts by way of MoUs, Joint Ventures, Transfer of Technology and tie-ups, manufacturing base is being widened to make Indiaa global manufacturing hub where most of the capital goods equipment could be manufactured within the country.

Apart from the inaugural session, the one-day Conclave, will have two panel discussions on “Synergising global experience and domestic capital goods capability for the steel sector” and “Incentivising domestic capacity expansion” in which leaders of the steel industry, policy makers and experts from abroad will discuss core issues, challenges and government support required for steel industry in India.

The Conclave will see the participation of five Union Ministers, the Chief Minister of Odisha, Secretaries of Steel Ministry, Department of Heavy Industry and senior officials of Central & Odisha Government. There will also be a huge presence of Indian Capital Goods (CG) manufacturers and steel manufacturers.

Twenty MoUs will be signed between Indian CG manufacturers, foreign technology providers, foreign capital goods manufacturers, consultants and steel manufacturers. The foreign manufacturers are from Luxembourg, Spain, Italy, Germany, Netherlands, Finland, China and Japan. With the signing of these MoUs, USD 5 billion worth of imported capital goods will be manufactured in the country as part of Make in India drive in steel sector in the next 12 years.

Around 350 delegates and a representative from World Steel Association (WSA) and 28 CEOs of foreign technology companies will participate in the Conclave.

Demand for Domestic Iron and Steel Products Witnesses Substantial Growth

Boost for Make in India Initiative



Efforts made by the Ministry of Steel have ensured placement of orders for domestic iron and steel to the tune of Rs. 8129 crore from June 2017 to October 2018. Ministry of Railways, ONGC, GAIL, EIL and HPCL have placed orders with domestic iron and steel manufactures for various categories of rails, pipe and tubes. These products were earlier imported but are now being procured from domestic producers. Discussions are on with Ministry of Railways to increase consumption of rails manufactured indigenously either through SAIL or other domestic manufactures. Efforts are also being made to on-board sectors like Defence and CPWD so that use of steel products manufactured in India grows.



In order to give preference to domestically manufactured iron and steel products (DMI&SP) in Government procurement, Ministry of Steel promulgated a Policy, which was notified on 8th May 2017. To ensure that the Policy is implemented in letter and spirit, a Standing Committee under the Ministry of Steel chaired by Secretary Steel has been constituted to oversee its implementation. A Grievance Committee has also been constituted to carry out grievance redressal which may arise while implementing the DMI&SP Policy.

The Ministry of Steel organized a Conclave in Bhubaneswar in October this year for domestic manufacturers of capital goods meant for the steel sector. In this Conclave MoUsworth Rs.39400 crore were signed between foreign capital goods manufacturers and technology providers with Indian capital goods manufacturers and steel producers. This will result in the manufacturing of capital goods for the steel sector within the country in the next 4 years. This is a major shot in the arm for the ‘Make in India’ initiative of the Government of India.
