The PPP government in Sindh want to reduce powers of muncipal government. PPP, ANP and ML (F) want to install commissioner in Karachi instead of democratically elected municipal government. This video will now be shown in every corner in Karachi and will create backlash. Hopefully Lala Fazlur Rahman's conduct will result in keeping the same municipal structure in Karachi. As for having Mustafa Kamal back, at the moment the certain PPPP ministers are making a lot of money through land mafia and illegal building permits, I doubt they would allow the Nazim to return with the powers he had previously.

We would probably get a watered down version which seeks to keep all the parties happy.

Then may be the status-quo is the best answer. PPP, ANP and ML (F) wants to cut powers of municipal governments in Sindh while MQM wants to increase its powers. The solution is status-quo until there is a consensus. I think atleast Mustafa Kamal did a great job in its last administration and deserves a second chance.

Just a conspiracy theory: Was Lala Fazlur Rahman set up by MQM to pressure PPP not to cut powers of municipal governments in Sindh ? May be Lala Fazlur Rahman is not politically astute to drink in private and stay there until he sobers up.

If PPP wants civil servents to run the municipal governments in Sindh instead of elected representatives then it should also dissolve all the provincial assemblies, national assembly and senate and let the civil servants run all levels of governments in Pakistan.

The referundum will be in Sindh province and not in Karachi alone. PPP knows which way Karachi will vote so it want to cut powers of municipal goverments or will continue to delay municipal elections.
