Repairs to an ill-fated Russian nuclear submarine that is due to be leased to India have been hampered as the shipyard has not been paid for its work, its chief said Thursday.

The Nerpa attack submarine, on which 20 people were killed in an accident last year, "returned to its base after successful tests where it should be subject to more in-dock work and then state tests, but there are problems," said Nikolai Povzyk, head of the Vostok shipyard which makes the submarine.

"The Vostok's electrical supply is currently cut off for debts, and we never got the money for the work we have done," Ria-Novosti news agency quoted Povzyk as saying.

The shipyard was due to be paid 1.9 billion rubles (63.8 million dollars) for repairing the submarine after last year's accident but has not yet been paid, he said.

The Nerpa was undergoing trials in the Sea of Japan last November when the submarine's fire-fighting system accidently went off, filling it with a toxic gas that killed 20 people on board and injuring another 20, in the latest in a string of tragedies to hit Russia's submarine fleet in recent years.

State media said at the time that the Nerpa was to be delivered to India, under a deal in which New Delhi would pay Moscow two billion dollars for two submarines with an option to buy them when the lease runs out.

Which sub are they talking about??? The Nerpa has already completed its third stage of trials and is being handed over to the IN soon. Where is the question of it being delayed in the shipyard??

KHABAROVSK, October 8 (RIA Novosti) - Preparations for the final trials of Russia's Nerpa nuclear attack submarine before it is commissioned with the Navy could be hit by financial problems, the head of the Amur shipyard said on Thursday.

The Nerpa, which was damaged in a fatal accident during tests in November last year, has been docked at the Amur shipyard's Vostok repair facility in the town of Bolshoy Kamen in Primorye Territory since the end of new sea trials following repairs.

"The sea trials under the shipyard's supervision have been completed on time. The submarine returned to its current base for preparation for final tests, but we have run into some problems," said Nikolai Povzyk, the Amur shipyard general director.

"We have not yet received payments for work that has been already done, and today the electricity supply to the Vostok facility was cut [by a local electricity supplier] because we have not been able to pay our debts," the official said.

The shipyard was promised an estimated 1.9 billion rubles ($60 million) in government funds in the beginning of October to cover the cost of the repairs.

On November 8, 2008, while the Nerpa was undergoing sea trials, its onboard fire extinguishing system went off, releasing a deadly gas into the sleeping quarters. Three crewmembers and 17 shipyard workers were killed. There were 208 people, 81 of them submariners, aboard the vessel at the time.

After induction into the Russian Navy, the Nerpa is expected to be leased to the Indian Navy by the end of 2009 under the name INS Chakra.

India reportedly paid $650 million for a 10-year lease of the 12,000-ton K-152 Nerpa, an Akula II class nuclear-powered attack submarine.

Akula II class vessels are considered the quietest and deadliest of all Russian nuclear-powered attack submarines.

This is normal think with russian and our arm force habit that kind of think happend with russian.

I had just read somewhere a couple of days back that the Shipyard had indeed fallen short of funds and was loaned around 10 mil $ by some Russian bank to meet the shortfall. Will try and find the link. Anyways this seems to be a minor issue. In my previous post, the link says that the sub will be immediately handed over after its 3rd stage of trials which are over, so there must be only some minor things required.

honest customer of the great oppressive russian weapons since soviet era, dont you know they always abuse credibility to get whatever they want to fit their maximised interests?? malaysia will have to shift the weapon supplier sooner or later to prevent total entrust of the defence demand to russians

If that is your attempt at sarcasm then it's not justified. Malaysia may be a old customer and so is India. The fact that you have platforms like the SU30 prove that Russia has supplied cutting edge weaponry to Malaysia, unless ur implying that the SU30 is a flying coffin comparable to a Mig19.

Russia and the erstwhile USSR have been by India's side through the last few decades. And also the fact that India is Russia's largest customer may lead them to act differently with you and with us. Given inspite of whatever I have said, there have been problems recently with Russia but in the larger view, they have more than made up for it.
