As per hamid mir columns, In 2003, Then Gen. Orakzaai has informed Musharraf to raise Indian interference in FATA and balochistan in front of American's who were supporting them through Afghaani elements and non serious attitude of americans led Pakistan taking matter in it's own hand by doing proxy war with India
Since this interference is indirect which involves financial input mostly and advisory role which usually carried out through it's afghan front who are equally responsible of this mess in Pakistan, while all the cannon fodder is our own brethren.That's why Pakistan usually remain mum on this issue.
