You have no idea how much of a joke information security is in Pakistan. Almost every single Government notification internal & external reaches whatsapp (usually a picture of printed order) hours and sometimes days before the order is made public. Even military memos are regularly circulated on whatsapp.

So I don't find it hard to believe that a grade 18 officer managed to access sensitive documents on a regular basis. This culture needs to change.
