This is all posturing, All that US wants is just a favorable deal on bilateral trade from China, once the deal is reached all trumps tariffs on chinese imports imposed since 2018 will be lifted.

that assuming no tree-huggers to distrupt them, which is very unlikely. also, not all rare earth are equal. some elements of rare earth only china has the largest deposit of em, elsewhere too little for large-scale use. that means even if they found rare earth elsewhere, they still need china.

US can certainly restart its production of rare earth elements, but that's a process that takes several years to do as supply chain need to be set up, regulation updated, the right people recruited and permits approved. Granted, it's not as difficult as China's road to independence in semiconductor, but still a tough process. It's not a wise step for China to take though.

Saudis tried to kill American shale oil industry by increasing output, causing prices to drop below the cost. Instead of perishing, US shale oil innovated and managed to survive. Now US is the largest producer of oil in the world. US is now attempting to choke China's tech industry out before it threatens American market share. They needed to declare a national emergency just to go after a single Chinese company.

You can start that process, but you don't always get to finish.
