The method of operation in Punjab is Intel Borne Ops carried out by Police units with embedded intel personal. Adding to that - the Rangers/FC are not a long term substitute for reforms in local police, whether in Sindh, Punjab, FATA or Balochistan.

The Rangers are best used as 'SWAT' teams, but even there we have redundancy with the plethora of 'special police units' that have been created at the provincial levels. Until we start seeing real reforms and autonomy in provincial police force and in the appointments and transfers of senior police officials, the long term outlook in terms of controlling corruption, extremism, terrorism and criminal activity (all interlinked to various degrees) is not going to change.

If reforms in the judiciary continue and it remains on the current largely 'independent' route it is on, we'll only see more and more criminals/terrorists set free because the lack of reforms and capacity building in local police forces and prosecution services will mean that these institutions will be even less likely to meet higher evidentiary and due process bars set by the judicial system.

Rangers fall under the Ministry of interior and are considered a 'Civilian paramilitary force'. The officer corps is seconded from the Army (the same applies in the case of the Frontier Corps in Balochistan and FATA).

Deployment of the Rangers/FC and the broader scope/mandate of their activities during said deployment is the prerogative of the civilian (Federal+Provincial). Tactical decision making in support of the mandate assigned to them by the Federal+Provincial government is in the hands of the DG Rangers/FC and, as delegated, the officers seconded from the Army.
