The Hindu dogras treacherously assassinated Rajas of mirpur, and destroyed Gakhar settlements in AJK. Hence, in my blunt opinion, they deserved a general exile. Though, only their combatants and machos should have been killed rather than women or children.

As for the Hindus like Mohyals and local Khatris(Arora), I wouldn't mind if government of Pakistan grants them a visa free travel here and citizenship rights. I'd rather have them here than Afghani.
