Why not act on intelligence provided by Pakistani authorities, FIRST.
They already have paramilitary plus border guards. Iran-Pakistan border in the past 4-5 years has become increasingly unfriendly and hostile. Iranian Border guards fire mortar and shelling in Pakistani territory regularly as well as operate drones.

Chabahar free zone employs many indian workers as well as Baloch from Pakistan. RAW has been givena freehand in that area and the Iranian military also has some ties with them. Its now an open secret.

Bro what you are missing here is that previously it was part of strategy not to let Baloch terrorist get linked but unfortunately they are linked and fighting them single handed is like banging your head against the wall. If the terrorist elements are linked the fight against them also needs to be linked so he need this statement more than anything and there is a whole school of policy and institutions behind IK which found it necessary for this statement to be delivered.
