Firstly, this video has been posted by you umpteen number of times to clutch at straws.
Secondly, since your comprehension skills are non existent, let me clarify what the general said about him 'not being convinced that India won the war'.

What he implied was:

1. India failed to consolidate the victory in political and diplomatic terms. And so he did not consider it as a complete victory.
2. He says that 'loss of lives equal loss of war'. (But he forgets that loss of lives is inevitable in war).
3. He said that though we gained tactical victories and regained the posts occupied by the Pak Army, it was not consolidated militarily, to capture areas across the LoC which the Indian government did not give permission to do so as it did not want to escalate the conflict.

And your comment that the IAF 'got raped' in Kargil makes you look pretty silly!
