BEIJING: China brushed off home minister Rajnath Singh's comment that he hoped for a positive initiative from Beijing to resolve the Donglang deadlock and adopted a more aggressive posture on Tuesday.

Repeating its standard line that Indian troops had "illegally crossed the boundary", foreign ministry spokesperson Hua Chunying added that India's stated reason, that it crossed over to Donglang in view of road building by China, was "ridiculous".

"If we tolerate India's ridiculous logic, then anyone who dislikes the activity at his neighbour's home can break into his neighbour's house," Hua said, using rhetoric meant to impress the domestic audience through the Chinese media.
"Does that mean when China thinks large-scale construction of infrastructure at the border area is posing a threat, it can enter India's territory? Wouldn't that be utter chaos?" she asked. Hua's formulation hinted that Chinese troops could cross the Indian border if Beijing did not have its way.
Hua said the "only prerequisite for the settlement is to withdraw the personnel and equipment by the Indian side (sic)". It was evident that China would not soften its stand on the border issue despite dangers that the friction might affect September's BRICS summit in China.

The Chinese ministry's aggressive stance revealed growing concern among Chinese elite that a section of vocal and hawkish people would strongly oppose Beijing's attempts to enter into a settlement without ensuring withdrawal of Indian troops from the disputed area. Hua added: "China loves peace and firmly upholds peace.... we will safeguard our territorial integrity and sovereignty. We allow no country or any individual to infringe upon China's territorial sovereignty." On Monday, Rajnath Singh had expressed hope that China would take a positive initiative.

China will not allow border tensions with India to impact the upcoming BRICS summit in September, and the issue might not even be mentioned as India has not met China's preconditions for dialogue, Chinese experts noted.

India's Home Minister Rajnath Singh said Monday, "There is a deadlock going on at Doklam between India and China. I believe there will be a solution soon. I hope China will undertake a positive initiative," the Times of India reported.

Chinese observers said that China would not make concessions to India while it is sabotaging Chinese sovereignty.

"If India hopes to discuss this issue during the summit, they'll have to think again," Chen Fengying, former Director of the Institute of World Economy, under the China Institutes of Contemporary International Relations, told the Global Times. He added that there will not be any discussion of the standoff at any multilateral occasion, or even during bilateral occasions.

"We won't allow any other country to negotiate with us about our territory," Chen said.

Some foreign media, such as the Hindustan Times and Reuters, published reports recently claiming that the China-India border conflict is casting a shadow ahead of the ninth BRICS summit, which will be held in Xiamen, Southeast China's Fujian Province from September 3-5.

The Reuters report said China has been briefing foreign diplomats on the standoff, quoting an anonymous "Asian diplomat," who allegedly attended the briefing, as saying that "China really wants to resolve this ahead of the BRICS summit. It doesn't want anything to affect the atmosphere."

"The BRICS summit is a multilateral meeting for cooperation between rising economies rather than an emergency meeting for conflict mediation between two countries. There are many other issues, such as economies, trade, global governance, cyberspace and development that need to be discussed, so the China-India border issue won't dominate the summit," said Hu Zhiyong, a research fellow at the Shanghai Academy of Social Sciences.

"China has made it very clear that the withdrawal of the trespassing Indian troops is the precondition for negotiations, so unless India meets this precondition, China won't mention the border issue on any occasion at the summit, not even in bilateral meetings with India," said Ye Hailin, director of the National Institute of International Strategy under the Chinese Academy of Social Sciences.

The BRICS summit aims to provide development opportunities to all members, and it would be unwise for India to use the platform to vent its disagreement on the border issue with China, Zhao Gancheng, director of the Center for Asia-Pacific Studies at the Shanghai Institute for International Studies, told the Global Times on Tuesday.

India will not abandon this platform since it also needs to gain international support and achieve cooperation with other BRICS countries, Qian Feng, an expert at the Chinese Association for South Asian Studies, told the Global Times.

Indian online news site the Financial Express reported that India gained some meaningful achievements from the summit last year. India and Russia signed a $5 billion deal for an S-400 air defense system on the sidelines of the 2016 BRICS Summit in Goa, India, during which India also gained counter-terrorism support from other BRICS members in last year's summit, including China.

Four objectives

China is busy readying for the upcoming BRICS summit, so that countries can make full use of the occasion to enhance cooperation and seek development, Chen said.

State Councilor Yang Jiechi said in February that China put forward four objectives that it believes can be achieved at the BRICS leaders' summit, which include promoting members' solidarity and collaboration, improving global governance, deepening pragmatic cooperation to achieve mutual benefit, increasing people-to-people exchanges, and enhancing public support and strengthening institutional mechanisms and improving cooperation platforms.

"The issue of BRICS development has since gone beyond its member states. As an open platform, BRICS Plus puts concern on Africa and Latin America, so the influence of BRICS will become more comprehensive," Chen said.

She added that in order to broaden the scope of their activities and be sustainable in the long-run, the New Development Bank and the Asian Infrastructure Investment Bank will extend their services to Africa and Latin America to finance development projects.

Kenya and Thailand have both been invited to next month's BRICS summit.

Anti-dumping probes into Chinese goods on the rise
India should refrain from abusing trade remedy measures and should carry out trade investigations in line with relevant WTO rules, Gao Feng, spokesperson for the Ministry of Commerce (MOFCOM), told a press briefing in Beijing on Thursday.

In recent months, anti-dumping investigations launched by India against China have been on the rise. A total of 13 anti-dumping investigations have been initiated against Chinese products in 2017 so far, according to Gao, and since 1994 there have been a total of 212 cases.

India announced on Monday that it would impose anti-dumping duties of up to $136.21 per ton on imports of Chinese tempered glass, a material mostly used to protect touch-screen mobile devices, the Indian newspaper Economic Times reported.

"China has paid close attention to the increasing number of trade investigations launched by India. We urge India to use trade remedy measures in a cautious manner so as to avoid any negative influence on the bilateral trade relationship," Gao said.

He also stressed that China will be resolute in protecting the legal rights and interests of Chinese firms and will encourage and support the investigated firms in their response to the probes.

As members of the BRICS countries - Brazil, Russia, India, China and South Africa - and major developing countries, China and India should join hands to maintain a free and open multilateral trade system as well as serving as stabilizers for global economic development, Gao noted.

"Dialogue and negotiation is the only effective mechanism for solving trade friction, and China is willing to work with India to establish such a platform," Gao said, adding that through cooperation, the two sides can achieve mutual benefits.

Gao also urged India to strictly follow international standards for foreign investment and avoid setting "discriminatory" entrance conditions targeting Chinese firms.

India is now tightening the rules for Chinese companies entering into its power transmission sector and stringently checking on both power and telecoms equipment for malware, Reuters reported on August 17.

"India's economy has maintained a robust growth rate, partly thanks to mounting foreign investment… So we believe that the Indian government is willing to create a fair, transparent and convenient investment environment for foreign investors, including Chinese firms," Gao noted."

Before this issue, India are urging China to negotiate all the border issues and solving all at once, they are eager to resolve the issue when they have a political strongman, the PM-Modi. Basically, they want to use the west disputable area to exchange the east. China said, we can put those issues aside, we just need resolve some borders issue we can(middle border). So India are refused by China.

Then India started the DongLang issue to make the middle border as disputable too. It's a strategy to force China to talk all the borders issue as whole.

But India is quite wrong with China. The issue doesn't go on as theirs expectation. They take it for grant China won't punish them because China is qute occupied by the east issues with Korea and US.

Actually, Current state is ok for China. China is waiting for a right windows. When and in what scale, it's depends by China's mood. But India has to prepare seriously.
