As USAID Chief, His Biggest Hurdle Will Be Islamabad

Washington: A 36-year old Indian-American who navigated glaciers and volcanoes before taking to developmental work was thrown into the political cauldron in Washington DC on Thursday in the highest federal government position occupied by a person of Indian origin in the US.

Secretary of state Hillary Clinton, who knows a thing or two about Beltway politics, warned Rajiv Shah about the pitfalls in Washington DC as she swore him in as USAID chief, a high profile and controversial job that involves overseeing disbursal of nearly $40 billion US foreign aid programme.

Describing Shah, who worked with the Gates Foundation till 2008 as a “passionate, visionary, experienced development expert,’’ Clinton joked, “This is also a man who summited the 14,400-foot Mount Rainier, one of the most difficult climbs in the continental US. It combines the challenges of an unforgiving glacier with the unpredictability of an active volcano. That may be the best preparation Raj has for working in Washington these days.’’

The remark was an oblique reference to the continued struggle and controversy in the capital over the role of USAID, which is technically a statutory independent federal agency but works under the State Department overhang. The position of the administrator had also been kept vacant for months as lawmakers (who have to confirm the candidate) and the administration wrangled over nominees before settling on Shah last November.

Shah’s pitfalls wont be just domestic but also international. One of his biggest portfolios will be Pakistan, recipient of billions in US aid, where public and political discourse is not only infected with rabid outbursts and paranoia about “Indian influence’’ in the US, but also vicious propaganda against Washington.

Among the first tasks before Shah will be to overcome Pakistani neuralgia vis-a-vis US that has seen Islamabad deny visas to US aid officials, suspecting them to be spies, even though Washington has lined up $7.5 billion assistance over the next five years. The US ambassador in Islamabad, Anne Patterson, took the unusual step this week of warning Pakistan that it risked losing aid and projects with its harassment of US personnel.

Whatever the hell. If Pakistanis accept US aid in particular they'll be shackled like slaves. Pakistan will not be able to exert its demands and will have to abide by every letter that the US spells out. That means killing your own citizens, allowing US and foreign invaders to tread on your sovereignty etc. Pakistanis are once again being taken for a ride. Besides, which esteemed nation respires on aid? I'm sick and tired of those handful corrupt stooges that have hijacked the fate of hundreds and millions of people.

You're sorely wrong buddy. The majority of Pakistanis in general reject any form of aid. Pakistan has all the means at disposal to prosper on its own. It are only a handful of corrupt stooges that want to fill their pockets by accepting such disgusting loose change in exchange for sovereignty.

Exactly, the GoP is responsible for accepting this so-called "aid". This and all other previous governments of Pakistan that accepted such bribe aid make me throw up. What a disgusting breed which lack any self-worth. Where is the darn shame? How can a country which is blessed with abundant resources beg for loose change for so long is simply beyond my comprehension. I feel pity for the ordinary Pakistani that has to put up with the injustice. This grave crime is being committed by scavengers that have put Pakistan's sovereignty for auction.

The US is making a mistake.[probably intentional] They know how corrupt Pakistan is and where the money is actually going to go. China, on the other, hand has been smart and hasn't given Pakistan a dime. Instead, they have given Pakistan projects, which have delivered greatly for both countries. Borrowing money just makes things worse.

True, though I also partly blame the masses for adopting a lethargic approach in this matter. Judging by history, any self-esteemed nation has resisted injustice with a revolt or some kind of uprising. The people of Pakistan have been hibernating for the past 60 odd years.

Rajiv Shah is just an administrator, not a policy maker or decision maker. The policy is set by the US Congress and the Secretary of State, not the functionaries at various agencies. The agencies such as US AID have to carry out the mandate of the US legislators. Shah will be out his job if he fails to do what has been decided at higher levels of the US administration.

Wow such things do give a prick !!! i gues its a wrong move and US is giving out a signal by giving an Indian a place in the close circle .
Hopefully the media uses this report to further fuel the anti american public sentiments so that this gov could be replaced by the one who have plenty of religious fanatics .....!!!
Only then US would realize its just lost a goose that laid the golden egg.

And perhaps the possible Indian aggression could be controlled once A relligious fanatics is placed in Islamabad possibly jamat-e-Islami Government . Maybe then we wont see an Indian army cheif saying we'l get the job done in 96 hours ....!

Slowly and study Pakistan will be made to really on Aids only.
Remember Aid has no cure
