There is lot of difference in qualifications for a person coming from third world & western country. US citizen does not need to apply for visa to visit or work. Dalits got equal rights immediately after independence the creator of India constitution was a Dalit(B R Ambedkar). Whereas Blacks had to fight for equal civil rights till 1964.
