The first thing you need to understand in inter-state relations is that security is highest importance. If the Palestinians have their own country, who is to be the supreme authority in this new country? Contestant authorities produces civil war and civil wars usually bleed on to neighbors. So inside this new country, who is going to be THE supreme authority and will this government respect Israel's right to exist. As long as these two questions are not satisfied, not just in Israelis' minds but also in the UN, an independent Palestinian country will continue to be out of reach.

Actually Israel did offer that solution (with some minor border corrections). But it was rejected because Palestinians want also so called right on return - to settle millions of Palestinians inside of Israel. That will be a suicide for Israel.

As result of 1948 war some 650 thousands Arabs and over 800 thousands Jews became refugees. But while Jewish refugees were absorbed Arab refugees were deliberately prevented from absorption.

Now there are some 5 million Palestinians registered as refugees, although they live 3-4 generations on same place. If they come to tiny Israel (less than 1/3 of Tunisia). Israel will simply collapse.

But can't they come back as soon as they get a state of their own?
