That's not a problem, Muslims support each other. Besides, first visa for Umrah or Hajj I am sure is free and the hotel prices are decent if you aren't in the hotels directly within the Masjid al Haram. Turkey and Egypt make good money of tourism too. UAE as well, and so on.

Both holy cities Mecca and Madina is business generating hub for KSA govt. Due to converting into torusim spot all type of expenses increased, where hajj or umra expenses for average person is now totally beyond reach.
There should some kind of independent Muslim countries body, which control the increasing expense thourgh contribution and also look into maintenance of both holy cities. Otherwise hajj cost will increase every day. Even from US average hajj cost is beyond 7000 to 10,000 dollars.
I don't know if both holy cities should be income genrating spots for state or totally based on public charity ....

Again, it's their sovereign territory. As long as they fulfill their obligation towards Muslims when it comes to religious pilgrimage then there isn't an issue. Whether you like their rulers or not is something else. Also people of Mecca are rightful owners of the properties there, you can't just take it away from them. You won't like it if we said Istanbul should be in control of non-Turkush Muslims so just save yourself the unrealistic proposals.
