Short Answer, NO...
Anyone who denies finality of Prophet Muhammad pbuh is Disbeliever.
Anyone who claims to be a Prophet after Muhammad SAW is a Disbeliever.
Anyone who curse Sahabah or Wives of Prophet is a cult follower and Disbeliever.
Anyone who believe someone ( A companion ) to be more than Companion or a demi God is a disbeliever.
Anyone who believer Quran is incomplete is a disbeliever.
Anyone who Change something from Quran or misinterpret Hadith is a disbeliever.

Qadianism is not a religion, it’s a cult. It does not meet the definition of a universal religion even by secular standards. It is designed to keep its so called Khalifas rich and powerful. The Ismailis at least have the fig leaf of history, the Qadianis have nothing but a leader who was propped up by the British who died while $hitting.

As much as I may agree with the premise of the thread - it leads to persecution rather than acceptance that these people are non-muslims and therefore accorded those rights.
Now, the question comes in based on the actions of Siddique-e-Akbar Hazrat Abu Bakr who waged correctly a conflict on those who claimed to be prophets and directly threatened the stability of a muslim society whether the aforementioned followers of Ghulam of Qadiyan consider him to be a prophet or a reformer(Mahdi - the claim of which is fully allowed in historical Islamic jurisprudence and political tradition).
However, since the chances of getting the truthful answer to this question is automatically cast in doubt due to the preservation of self; all that is left is for this thread to deteriorate into a persecution flinging frenzy so its best closed.
