Russia-Pakistan ties in India’s long-term interest: Putin - The Hindu: Mobile Edition

Russia-Pakistan ties in India’s long-term
interest: Putin.

Updated: Dec 10, 2014 05:00 AM , By Suhasini Haidar

Russian President to reach India today for annual summit
Russia’s cooperation with Pakistan will serve the “long-
term” interests of India, says Russian President Vladimir
Putin, who is set to land here on Wednesday for the
annual India-Russia summit.
Responding to questions submitted by The Hindu , Mr.
Putin also said the scope of the agreement signed last
month, which was the first of its kind between Russia
and Pakistan, is limited. “[Regarding] Pakistan, we have
held talks on Russia’s possible assistance aimed at
improving the counter-terrorism and anti-drug
operations. In my view, this kind of cooperation serves
the long-term interests of all countries of the region,
including India,” he said.

Brushing aside concerns that the cooperation would
lead to a shift in India-Russia ties, or that India’s
growing military closeness to the U.S. was
“transforming” bilateral ties, he replied: “If some
transformations take place, it would be a completely
different kind of transformation. The high level of
bilateral cooperation and trust allows us to start a
gradual transition from the traditional producer-
consumer model to joint development and production of
advanced weapons systems,” he added, referring to the
co-developed Brahmos missile as well as the fifth-
generation fighter aircraft.
Mr. Putin, who will hold meetings on Thursday with
Prime Minister Narendra Modi, will also meet President
Pranab Mukherjee and Vice-President Hamid Ansari,
hopes to see some “significant achievements” from
these meetings. He listed nuclear energy cooperation as
a “pillar of the India-Russia strategic partnership.” He
hailed the Kudankulam plant built by Russia as the
“world’s only nuclear power plant which meets all the
“post-Fukushima” safety requirements.”
Site for nuclear plant
To a question by The Hindu on India’s liability laws
creating “problems” for further nuclear plants, Mr. Putin
said Russia could build at least 25 new units. He said a
new vision document entitled, ‘Strategic Vision of the
Strengthening Russian-Indian Cooperation in the Field
of Peaceful Uses of the Atomic Energy’ would be signed
during the visit. The Russian President said he “awaits”
India’s decision on allotting the site for a new Russian-
designed nuclear power plant as well.
‘Gas line unviable’
Responding to other questions submitted by Indian
journalists on the energy partnership, Mr. Putin said
Russia was looking to “diversify” its natural gas markets
from Western countries to Asia. However, he said a
pipeline to India, at the moment, was “commercially
unviable”, but added that LNG transportation would
continue. Russia hoped for more Indian investment in oil
and gas exploration on the lines of ‘Sakhalin-1’ that has
supplied more than one million tonnes of oil annually.

.
I repeat Russia now want to integrate more in Asia coz future sanctions will hurt Russia less than the present one....Russia's and India's partnership is time-tested and strategic one which is not at expense of the National Interest of each others.
Long gone the era of buyer-seller coz it's time for Co-development and Co-production, and Russia was the first in the race.

.
Its a well known logical fact that there is indeed some series of long term interests discussed , (which is not-available to media) between India and Russia over a period of recent times. These led to many interpretations and discussions regarding changed priorities and global groupings and even new fond love and next big freebie supplier prospect talks.

Pakistanis here are jumping for joy at the very thought of getting a couple of attack choppers from Russia!! Big deal! They think its gonna change the balance of power in the subcontinent in Pakistan's favour!!

But it's a good thing that the Russians are going to provide help to Pakistan for anti narcotics operations. But as @Horus mentioned in another post, his choice would be the SU-35s and a few batteries of the S-400!!

Now Russians, knowing the businessmen they are, will never give anything at discounted rates like the Chinese do where 'all weather' friend Pakistan is concerned. A Su-35's unit cost is $60 million (or Rs 600 crores PKR)!! This does not include life cycle costs and infrastructure etc which would see the unit cost go up to a mind boggling $80 - $90 million for a single SU-35! An S-400 battery costs $400 million (or Rs 4000 crores PKR)!! Never mind the life cycle costs! It'll make one sweat!

So what hi-tech weapon platforms does Pakistan intend to procure from Russia? Will it be affordable?

.
good development. historically russia and pakistan have always had weak ties. first due to india being pro soviet and pakistan pro US and got even more bitter after 1971 and the afghan war. but, things are very different now with the fall of soviet union, india having stronger ties with US, and US sanctioning russia after the ukraine fiasco.

pakistan's water and power minister recently had a productive visit to moscow. russia now intends to invest in some of pakistan's energy projects and also offered loans. the improvement in relations and cooperation taking place between the two countries is unprecedented.

the anti terror cooperation refers to the helicopters russia is offering to pakistan which is another milestone because russia had an arms embargo against paksitan. i don't how anti drug cooperation will take place as the drug market is mostly operated through afghanistan, but nonetheless its another sector in which both countries can work together.

a stable and prosperous south asia is in humanity's best interest. personally, i would like to see even more cooperation esp on climate change. i hope his visit to india addresses that issue too, because right now india ranks 3rd in annual global carbon emissions.

Well defence deals apart, India's trade with Russia isn't growing at a rate that would be worthy of long relationship both countries have had. During last year (January to August), The trade between two nations stood at US 6.3 Billion (~2.2 Billion in favor of Russia) and this value had declined about 10.5% from 2012. Worrying signs definitely.
Embassy of India - Moscow

Both governments are emphasizing on growth of trade and technical co-operation in high end areas. Also energy is on crucial sector where Russia would want India to partner. Slow growth in Europe coupled with recent fall in crude prices in hurting Russia badly and considering the huge demand of gas in India, i suppose this is where both nations can co-operate.

Also Modi has been pressing Russia to ease Diamond exports to India. Russia has one of the largest Diamond reserves in the world and needless to say India is the Diamond polishing hub. There are reports to establish a trade center at Mumbai for specifically Diamond trade. Both countries will immensely be benefited.

India's exports to Russia are mostly agriculture products (food grains primarily) and recently Russia had banned import of rice. The ban is lifted, but this is one area of significant growth.

& Finally the Defence sector. Recently India's tilt towards US and European suppliers for Defence contractors may have irked Moscow, but the fact remains that this is one area, where Russia (along with perhaps France and Israel), will always enjoy Indian patron-ism. Russia on its part needs to look into the delays and after sales support that have soured several deals in the past. The future however lies in joint ventures for production and development. I guess Russia might have biggest advantage in recently formulated Make In India initiative.
Also Russia is proposing approximately 10 more VVER (PWR) reactors to India (4 at KK) and 6 at another site. Having least discomfort from N Liability Clause, it again has an advantage over other suppliers.

Reports already suggest that Putin would like to iron out the differences in several areas and that could be beginning of a new era of co-operation.

Hope the relations between both nations reach newer heights.

Im not sure whether this thread was meant to deride the recent Pakistani-Russian contacts, perform self fellatio for the usual suspects here.. or rather show that the Russian-Pakistan relationship is going to happen regardless of the fears India has?

As such the thread talks more about Putin's reassurance to an insecure India regarding the nature of its expanded relationship with Pakistan(which really has less to do with India and more to do with getting back into the Af-Pak area and further into the middle east- part of a policy shift by Pakistan deep state as well)

See Oscar, here is the deal. At first Indians were like Russia can stop RD93 supply and no big deal. Russia offers Islamabad direct collaboration. So couple of Indians are hospitalized because of heat stroke in the winters.
Then Russia says we have lifted the arms embargo on Pakistan, if there was any. Indians say not a big deal, Russia will never sell top of the line equipment. But IDEAS 2014 proved that wrong, you would have to be in Karachi in the past 2 weeks to know that Russians were everywhere in the city. From small arms to state of the art Missiles systems offered to Pakistan. Pakistan will go ahead and buy the attack choppers....and there is nothing India can do it......and funds permitting.....Pakistan will also get a lot of other goodies. Russia has already approved a bank loan. We don't border Russia so Oil and Gas is a big tough....but if Pakistan put it's foot down, we could easily get energy from central Asia....the very place India wants it's influence in. There is HUGE energy market in Pakistan, especially NG and LNG.

So all Indians can do is try to salvage whatever fake superpower non-sense they were inbred with.

Putin might be a KGB thug, but he is a smart man. He can get a lot more done in the Middle East via Pakistan than India.
There is absolutely no chance Russia gives a shyt about India........we have discussed this to death....It is India that needs Russia not the other way round.

Its a typical response they have.. call it national online psyche so to speak. Its not the issue of fake superpower, India is rising and I myself am keen to have them succeed. The only problem is that they(Indians on PDF) are generally petty when it comes to the bigger picture around them, and VERY insecure to the slightest issues they have. Seriously, see their own threads and how they tear their own critics a new one who disagrees with the mob mentality.

God alone know.
However it is beyond understanding to think why Russia (or for that matter any country) would go further than a certain limit to appease a nation by not getting cozy with another one. Yes India hasn't has best of relations with Pakistan and vice-versa, Yes India and Russia have a very long and cordial relations, but equally true is the fact that Russia can't ignore Pakistan for very long if it thinks it has anything to benefit from. About 2 decades back it was impossible to think US co-operating with India even on most trivial of things and now it is ready to extend help on everything from cutting edge weapons technology to diplomatic muscle. Why should anyone believe Russia wouldn't do similar with Pakistan.
there are two different set of relations and while it is not wrong to assume some friction in one owing to the other, but i guess both can co-exist.

Now that is uncalled for.

Exactly, hence the "uncalled" part addresses the very response you see from your countrymen.. akin to a cat that just fell of a ledge.. still on its feet.. all is well..so pretends that the ledge falling never happened. Their response is that very online "psyche" I refer to of having to goad about something that clearly has nothing on it or is a given.

Ordinarily, I would have warned the person with all the tag posts trying to come up with "burning" ideals..but I just felt sorry for him..and others like him on this forum.

When an Indian, whether online or in real life bring in 'India wants to be a superpower' or 'India will be a superpower' i always tell them to go and read history....of successful superpowers....empires.......like Russia, Prussia, Persia, Ottomans, USA, British, German Reich, Greeks, Romans, Mongols, Dutch, French heck even the Belgians......and then realize...what did these civilizations do to achieve what they did? India is no where close to that sophistication and game plan.

Remember, when Galileo locked horns with the church......the Christians weren't happy. For them world revolved around the church........and the sun revolved around the earth...

It is a natural process....human shortcomings...that still need to be rectified over millions of years of evolution......unfortunately, for my Indian friends....there is no Over the Air (OTA) bug fix available.

We All Knows Russia Doesn't Get Any Support From EU ( Europium Union) Now Coz OF Ukraine issue So They Are Focusing Now On Asia ( Pak+India) B'coz Der Lots of Scope of Weapons n Energy In Asia (Specially South East Asia Include Afgan/iran/iraq) So We Will See More Quick Development In Future ...

Hmm so now none other than Putin himself says that the Russia-Pakistan cooperation was only about counter-terrorism and anti-narcotics operations.

What's more he proves this by visiting India without bothering to step in Pakistan next door.

Here goes the wet dreams of PDF Pakistanis about SA-22, SA-17 SAMs and Mi-28NE.
