Russia's Arctic territorial claims encompass an area of roughly 1.2m sqkm

Russia has announced it is deploying new radar stations and fighter aircraft on islands in the Arctic Ocean as Russia increases its presence on the frozen continent amid a simmering territorial dispute over the energy-rich region.

Moscow announced back in 2008 that it would use the Arctic zone as a "strategic resource base" for the development of Russia in the 21st century.

Russia's territorial claims encompass an area of roughly 1.2m sqkm which Moscow hopes would secure the rights to billions of tons of oil and gas. But Denmark, Canada and the US all dispute this and also each claim huge swathes of the vast continent, which is predicted to become ice-free in the coming decades.

Russia has been steadily strengthening its Arctic military presence reviving a number of military bases that Moscow abandoned after the collapse of the Soviet Union so they can host troops, warships and aircraft.

Russia's Northern Fleet consists of about 3,000 ground troops trained for combat in Arctic conditions, along with 39 ships and 45 submarines - a a major plank behind Moscow's plan to expand its borders in the region.

Some experts say one-fifth of Russia's GDP is generated above the Arctic, and 40 percent of its future oil and gas lies under its frozen waters - the main driver for Russia's military build-up in the Arctic.

Russia has repeatedly called for the Arctic to remain insulated from the geo-political ramifications of the Ukraine crisis but since Russia annexed Crimea and invaded east Ukraine all countries with arctic claims have been growing increasingly concerned about how the Kremlin plans to negotiate and secure its borders along its Arctic frontier.

There are estimates that 40% of the world reserves are there in Arctics.

Russians doesnt have the deep drilling technology nor the investment and the EU sanctions will restrict any technology transfers to Russian Federation from any EU and NATO members.

Russian Federation and Norway has welcomed India as an observer in Arctic Council but still the dispute is there , as claims are made by all the nations.

The Ministerial Meeting of the Arctic Council held at Iqualuit on 24 April 2015 saw Canada handing over Chairmanship of the Arctic Council for a two-year term to USA.

Arctic Council members are states with Arctic territory, including Canada, Denmark, Finland, Iceland, Norway, Sweden, Russia and USA. India, along with China, France, Germany, Italy, Japan, South Korea, Netherlands, Poland, Singapore, Spain and UK have permanent observer status.

Russian Federation has placed air defenses, drones, tanks, submarines and naval vessels in Arctics and no one can deny that its a dispute and this show of power is the problem over there.

Norway has given unconditional support for India’s candidature in the Arctic Council as an observer. There are 12 non-Arctic countries which have been admitted as observers to the Arctic Council.

India has a station ‘Himadri’, located in the middle of North Pole and Norway.

“The tremendous interest in earth sciences comes from the fact that whatever happens in the Arctic affects us immediately in terms of climate change, in terms of predictability of monsoons, in terms of various other natural phenomena which happen up there and have to researched,” Mr. Sarna said.

“We have recently put up a deep-sea probe up beyond towards the North Pole which is playing a very critical role in this research,” Mr. Sarna added.



HIMADRI 'the abode of snow' is India’s first research station located at the International Arctic Research base, Ny–Ålesund, Svalbard, Norway. It is located at a distance of 1,200 kilometres from the North Pole. It was inaugurated on the 1st July, 2008 by Shri. Kapil Sibal the-then Hon. Minister of Science and Technology and Earth Sciences, in the presence of dignitaries from Norway, UK, Germany and other countries besides India. This station was opened considering the sustained interest shown by Indian scientists in pursuing scientific studies in the Arctic. Himadri provides extensive field and laboratory support required for pursuing research activities in the Arctic. NCAOR as nodal agency make sure availability of the requisite facilities at the Himadri. The station was set up in a refurbished two floored building with four bedrooms. The building has an area of 220 m2 (2,400 sq ft) and has other facilities including a computer room, store room, drawing room and internet. It can host 8 scientists at normal conditions. The crew of the station are given training in shooting with rifles to protect themselves from polar bears.

The list of products subject to export control under the U.S. sanctions on Russian industry almost coincides with the list compiled by the EU. This includes, among other things, drilling platforms, components for horizontal drilling, diving equipment, marine equipment for working in the Arctic, software for hydraulic fracturing, remotely operated underwater vehicles, and high pressure pumps.

Russia’s Rosneft is reporting it has finished drilling the world’s longest oil well at the Chayvo field, part of the Sakhalin-1 project.

The new well has a record breaking depth of 13,500 meters and a horizontal reach of 12,033 meters. It was drilled using the Orlan platform according to a company statement released on Tuesday. The Sakhalin-1 Consortium now has 9 of the 10 longest wells in the world.

The Sakhalin-1 Consortium was formed in 1996 as the first major shelf project in Russia created under terms of a Product Sharing Agreement (PSA). The international consortium is made up of the US major ExxonMobil (30 percent), Japan's Sodeco (30 percent), Russia’s Rosneft (20 percent) and India's ONGC Videsh (20 percent).



Russia relies on U.S. and European technology and expertise to develop new fields, particularly in the Arctic and in shale formations, where U.S. and European geophysicists and rig workers have know-how that Russia doesn’t according to reports.

Russian Federation itself was taking Ice Breaker from Finland and currently working to built 14 Ice Breaker which Russian Federation is expected to get by 2020. Drilling technology and then logistics would be problem in Arctics.

In continuation of a militarizing trend, Russia will deploy advanced aerial weapons systems to the Arctic, according to the deputy commander of Russia's Aerospace Defense Forces.

Speaking on June 20, Deputy Commander Kirill Makarov told RIA Novosti that the Kremlin will deploy fighter aircraft, surface-to-air missile systems, and radar systems to islands off the Russian coast in the Arctic.

"This is all done to the Russian Federation to defend its interests around the perimeter of our state, but also the interests in the Arctic," Makarov said according to a translation done by Google.

The deployment of advanced aerospace technology to the Arctic is in keeping with a Russian drive to militarize the region as part of a new military strategy that was signed into place by the Kremlin in December 2014. In addition to the Arctic, Russia has placed particular emphasis on militarizing the Crimean peninsula and the Russian Baltic exclave of Kaliningrad.

Since the new military doctrine has gone into effect, Moscow has undertaken a militarization and construction blitz throughout the Arctic. Russia is constructing ten Arctic search-and-rescue stations, 16 deepwater ports, 13 airfields, and ten air-defense radar stations across its Arctic coast.

Once completed, this construction will "permit the use of larger and more modern bombers," Mark Galeotti, a New York University professor specializing on Russia, writes for The Moscow Times. "By 2025, the Arctic waters are to be patrolled by a squadron of next-generation stealthy PAK DA bombers."

Simultaneously, Moscow has created Joint Strategic Command North (JSCN) from components of the Northern Fleet in order to maintain a permanent military presence in the region. It is likely that this command will become a fifth Russian military district.

The command will ultimately feature an air-defense division, two Arctic mechanized brigades, a naval infantry brigade, a coastal defense missile system, and the placement of missile regiments in outlying archipelagos in the Arctic Ocean.
