Because PMLN knows it full well that Punjabis won't tolerate any Army operation in Punjab and that political cost of any such venture would be severe so they will likely try to weed out the extremist elements through intelligence agencies and police (police encounters most likely).

That said groups like SPP and LeJ have limited operational capabilities and are in no way bigger then TTP. High ranking members of SSP (now ASWJ) are routinely rounded up by police and since ASWJ was taking out rallies against Geo and in favor of Khakis it seems they won't be going away any time soon and will be tolerated by powers that be.

PMLN would idiots not to disassociate themselves with lashkars in Punjab who have madrassah links.

If they are not disarmed now, they will end up getting angry and becoming TTP. Once you are an armed individual who operates outside of state laws then you can be whatever just like Afghan Taliban when they feel like it they become TTP.

Its not, like I said SSP and LeJ are not challenging the writ of state like TTP is and Punjabi taliban have no presence in upper echelons of TTP. Afghanistani taliban are on record stating that they can't trust Punjabi taliban even TTP complained that Punjabi taliban jumped wagon and agreed to govt dialogue without consulting with TTP leadership. The biggest concentration of these elements was in Jhang and Punjab govt has been taking that very seriously, if there is a member here from Jhang maybe he / she can further elaborate on that.

Punjabis will never allow an army operation, its crazy that after going through the horror of Army operation in 90's MQM would still call for another army operation in Khi but thats not happening in Punjab. Only option open for PMLN is intelligence based operations utilizing Punjab police.
