Chandigarh: Prisoners in Punjab may soon be permitted conjugal visits from their legal spouses in jail premises. Punjabs head of prisons Shashi Kant has written a letter to the state government seeking permission to allow select male inmates to have sex with their partners in in designated rooms inside the jail premises.
If the proposal is accepted, the prisoners will get to spend a few days every month with their wives and they will have a room to themselves inside the prison premises. Also the acceptance of the proposal will make Punjab the first state to allow sex in prison.
Shashi Kant has said in his letter that the proposal is part of the jails reforms programme in Punjab. "Sex is a basic need like food and lack of it can give rise to unprotected sex among male prisoners," he said in the letter.
A conjugal visit is a scheduled period in which an inmate of a prison is permitted to spend several hours or days in private with a visitor, usually their legal spouse.
"While the parties may engage in sexual intercourse, the generally recognized basis for permitting such visits in modern times is to preserve family bonds, and increase the chances of success for a prisoner's eventual return to life outside prison," the letter said.
But the proposal also imposes certain conditions. Inmates serving long punishment and those who have shown good behavior will be the lucky ones who would be allowed to meet their wives privately.
In his letter, he has also proposed construction of separate rooms in jail premises where spouses can meet their husbands and can have sex.
This is not the first time when this proposal has come to the fore. Earlier, the Bombay High Court had also orally remarked that the state government should consider conjugal visits in jails across Maharashtra.
The remark had come in the wake of an increase in the number of HIV positive prisoners.
Canada, Australia, Denmark, France, Russia, UK and United States are some of the countires that allow regulated conjugal visits.
