Yes in a province, provincial govt controls most of the governance and the provincial institutions. Federal govt have a few federal institutes that they can control. After 18th amendment, provinces are very much autonomous. Even the vice chancelllors of universities are appointed by CM.

The most depressing thing is, I don't think PTI is very different. I won't name names, but in AJK one of distant cousins was appointed to a party post in PTI (not a government post, just a post in the party). I think he barely passed matric, but his father is a man of influence and wealth, and his son works hard politically for the party as a promoter/chamcha etc - so what could go wrong right?

If this sort of behaviour is okay in the party - is govt safe from it?

Most of the great intellectuals were unable to win seats for PTI. In the end, one elects the kind of people the populace represents. This is the best PTI could do. If you disagree, please start your own political party and see how it fares.

Not a unique situation. This sort of shit happens in the US all the time. Money and influence will always go a long way in every corner of the world.
