They gave governament jobs to ANPites who were demanding bribes for each and every work and process. Even if you were in merit list, you had to give bribe to secur your seat...there was corruption on every level...in transparansy international reports KPK was always on topic in being most corrupt province during 5 years.

Compare the education budget with the population of the province (or under 18 population).

Just like you can't compare Pakistan and China, you can't compare KPK and Punjab without factoring in the population.
