There is no legal framework to look into the 'overall' validity of the elections. Therefore, both the sides have agreed to pass an ordinance to allow for this so that a Judicial Commission comprising of SC judges may be able to undertake this task. A JIT will only be helping the Judicial Commission and it doesnt matter which investigating agencies are in the JIT once the Judicial Commission has been given the mandate.
