How is it personal enmity if one of the parties in the case is the State of Pakistan?

It's personal because it was personal against army

Gulalai ismail, patriotic pakistani and lgbt advocate also shown some love by the state recently.

If the state can forgive hussain haqqani, the an-daata of these people, that is bound to make us all question the definition of patriotism.
