Despite anti-American stand Imran Khan repeatedly made agreements with American lobbyists​

Imran Khan based his entire political campaign on an anti-US stand and has repeatedly accused the US of wanting to remove him and topple his government. It has now emerged that the PTI had actually signed on several different lobbying groups from the US.

One of these groups is headed by Robert Laurent Grenier (Grenier) who had previously been the station chief of the US CIA in Pakistan. The contract between Grenier and the PTI had been signed by Asad Majeed Khan, the former Pakistani Ambassador to the US. This is the same Asad Majeed Khan who had written the now infamous letter which Imran Khan had claimed as proof of a conspiracy.

This particular agreement was made on behalf of Imran Khan by Iftikhar Durrani. The agreement which is a public document clearly states Iftikhar Durrani’s Islamabad residential address as well as the company’s office address in the US.

The PTI had signed four of these agreements. While the PTI enjoyed a good relationship with the US under Trump, with the Biden administration relations weakened. This is when the PTI began to amend its relationship by signing on American lobbyists. As per the agreement with Grenier, a monthly payment of US $25,000 per month as well as other expenses.

The other three agreements are with an organisation called Fenton . The first agreement was signed in June 2021 by the Council on Pakistan relations on behalf of the country. Interestingly the agreement with Fenton was made by a Houston based company founded by Muhammad Ashraf Qazi, Adil Jamal and Iqbal Abdullah who acted as representatives of the Pakistani government. Similarly, Fenton was to be paid US $25,000 per month for the duration of the contract which was six months.

In March 2022, when a no-confidence motion was being conducted against the PTI government, on one hand Imran Khan held the US government responsible for it, and on the other hand on March 21st 2022 another deal was being signed on with the same company. This time the signatory was Pakistan’s former Ambassador Asad Majeed. He had been the one who briefed Imran Khan of the conversation with Donald Lu via the infamous letter. The contract states the Pakistani Embassy as Asad Majeed’s address.

What is of note is before the expiry date of this specific contract, the PTI was quick to enter into another contract with the same company Fenton. Exactly how the company was being paid has raised the question of whether funding was coming from the Pakistan government treasury.

Almost everyone who is a lobbyist in the US is somehow connected to the military, executive, legislature or intelligence establishment. Any lobbyist you hire, you are likely to find deep roots into the US establishments. That is what makes them useful as lobbyists. Second Robert G., is a decent person. If you study him and his work he always had a fair spot for Pakistan. In his interviews he has often taken a middle of the road view on Pakistan, especially when Pakistan bashing was the vogue. His time in Pakistan has given him a deeper sense of Pakistan and he has established good local relationships as well. In a town where few are willing to touch the Pakistani offer (a do a decent job), RG is a good choice in my estimation. For the Imported government this can potentially ring alarm bells as RG has the ability to make people in the US establishment truly understand what a bad move this regime change was.

An American consultancy firm headed by an ex-CIA station chief in Islamabad has come under scrutiny after being employed by the PTI to lobby and provide advice on Pakistan-US relations.
Grenier Consulting LLC's Robert Laurent Grenier was recruited last year, when the PTI was in power. Iftikharur Rehman Durrani signed the agreement with the firm in July 2021 under the "supervision of senior [PTI] party officials and under the direction of Pakistan government officials."

Grenier is a CIA veteran who worked as the agency's top counter-terrorism official from 2004 to 2006. He was also the CIA station chief in Islamabad during the US invasion of Afghanistan in 2001.
According to the Foreign Agents Registration Act documents, the contract between the firm and Durrani, on behalf of the PTI government, was signed for six months initially from May 1 to October 2021 for $25,000 per month. Grenier could not be reached for comments and to confirm if the contract was terminated or not.
According to the documents, the firm was to "maintain contacts with US government officials of both the executive and legislative branches, as well as with think tanks and other informed individuals, in addition to consulting with the client and the client’s associates, to determine how the scope of constructive relations between the US government and the government of Pakistan might be enhanced, and will advise his Pakistani client and the client’s associates accordingly, both through verbal and written communications."
It further highlights that the firm "will engage and consult with informed individuals in both the public and private sectors in both the US and Pakistan to make determinations as to how constructive relations between the US and Pakistan might be enhanced and provide advice to the client and his associates as to how this might be accomplished."
Hiring such lobbying firms to extend or propagate an entity’s interests is a routine exercise in the US. Besides the CIA officer’s lobbying firm, earlier this month PTI-USA Inc, a subsidiary of PTI, hired Fenton/Arlook to provide "public relations services, including but not limited to distributing information to and briefing journalists, placing articles and broadcasts, arranging interviews with representatives or supporters of PTI, advising on social media efforts and other such public relations services."
