I think Punjab Didnt annouce budget yet.

I have question punjab population is 54% of the whole pakistan than why budget is just around 860Billion while sindh ha 600Billion and KPK very less 300Billion?

Is it not depend on population area?

PESHAWAR: The Khyber-Pakhtunkhwa (K-P) Assembly on Monday presented its provincial budget for year 2013-14, Express News reported.

Provincial finance minister Sirajul Haq presented the budget, which he claimed was divided into three parts: welfare, administrative and developmental.

The total budget is worth Rs344 billion.

Below is the breakdown of amount allocated to major sectors. The amounts are rounded to the nearest billion.

Apart from K-P, the Sindh and Punjab assemblies will be presenting their respective provincial budgets. The outlier is Balochistan, where the provincial budget will be presented on Thursday, June 20.

Provincial budgets

Provincial budgets are always announced after the federal budget, since the provincial governments need final confirmation from Islamabad on federal allocations for their respective jurisdictions. While two provinces presenting their budgets on the same day is somewhat common, three provinces considering their money bills is somewhat unusual.

The current budget cycle is a highly unusual one: never in Pakistan’s history has a political transition taken place so soon before the end of a fiscal year. That compressed timeline has left all of the provincial governments scrambling to prepare their documents in time and present the final money bills before the legislatures.

Federal Finance Minister Ishaq Dar presented the federal budget to the National Assembly on June 12 and said that the allocation for provincial development budgets had been substantially increased, ostensibly to allow them to undertake larger infrastructure projects. Yet in Sindh and Khyber-Pakhtunkhwa, the provincial governments are led by political rivals of the Pakistan Muslim League Nawaz (PML-N). Karachi and Peshawar are unlikely to take dictation from Islamabad and Lahore.

Education budget from provincial and district budgets is estimated at around Rs.195 billion (25% of total budget). While it is difficult to arrive at Rs.195 billion from the presented information, the following can be taken as a guideline:

i. Provincial recurrent budget: Rs.31 billion,
ii. Provincial annual development plan: Rs.58.6 billion,
iii. Provision of laptops: Rs.4 billion,
iv. Daanish Schools: Rs.2 billion,
v. Punjab Education Endowment Fund: Rs.2 billion,

ii. Provincial annual development plan: Rs.16.5 billion,
iii. Establishment of Balochistan Institute of Cardiology Rs.1 billion,
iv. Provision of rural ambulance service: Rs.0.5 billion,
v. Financing of vertical health programmes: Rs.5 billion,
vi. Punjab Millennium Development Goals programme: Rs.5.5 billion,
vii. Remaining district health expenditure: Rs.20 billion.

Sindh Assembly presents budget for year 2013-14 – The Express Tribune

KARACHI: The Sindh Assembly on Monday presented its provincial budget for year 2013-14, Express News reported.

The provincial budget was presented by Chief Minister Qaim Ali Shah who listed energy crisis, job creation and education as top priorities for the government.

The total budget is worth Rs333 billion as opposed to last year’s budget of Rs161 billion.

Below is the breakdown of amount allocated to major sectors. The amounts are rounded to the nearest billion.

Salaries of government employees was increased by 15% for Grade 1 to Grade 15 officers and by 10% for Grade 16 and above.

Job opportunities will be created for 150,000 people, Shah presented.

Further, Rs400 million has been allocated for the purchase and installation of surveillance cameras in Karachi to improve the law and order situation in the city, he said.

Budget allocation for pensions was increased by 10%.

While presenting the budget allocated to energy sector, Shah said, “Thar coal project is the most viable solution to the energy problems of our own country.”

“Our willingness to pay legitimate dues in the energy sector can be gauged from the fact that Sindh government paid a substantial amount of 14 billion to distributing companies in the current financial years to reconcile past arrears,” CM Sindh pointed out.

Last year budget

Despite the fact the major chunk of the earlier budget was not utilised, the Sindh government insisted on allocating more funds.

Till June 12, the provincial government had hardly utilised Rs75 billion of the total development outlay, said a government official. More than Rs86 billion have yet to be released for initial development schemes and projects.

The total outlay of development budget for education was estimated at Rs12 billion last year, but only Rs5 billion has been released so far, he said. Meanwhile, the government has proposed Rs11 billion for health and a major chunk – Rs50 billion – has been allocated for law and order. Meanwhile, nine billion rupees each would be allocated for transportation and agriculture sectors. This will include tractors schemes for peasants.
