I believe it will be more like Nazim/Mayor system from Musharraf days. Elected officials at local level.
The nazim system had worked very well in Karachi.

It was not perfect though, unelected DCOs had too much power.

No doubt Musharraf model was excellent and work very well. Otherwise PPP and PMLn love old British style " commissonery nizam " with absolute power.

It worked very well in Lahore as well but it needs to be built upon further.
All residents must have a personal file in union council.
