Prime Minister Imran Khan calls on overseas Pakistanis to donate to dams fund

It's an unconventional method and what seems as a lesser amount to us with better financial statuses, it is a huge amount to the lower middle class families and the poor families. The way to go about running a public funding programme if you really want to force charges on people is to do it on a progressive model, use percentage instead of absolute numbers so that it is fair for people of all financial classes.
May be make standard for middle class of using electricity units like lets say a bill of 4,000 rupees is of middle class than charge 1,000 extra lower than this bill is considered to be poor and don't impose 1,000.

We have to make sacrifice be it poor (I am sorry but this is water we are talking about which will be beneficial to them as well as their generation rather than no water and buy water from certain mafia for the rest of their lives).
 
Prime Minister Imran Khan spoke to the nation in a brief televised address on Friday evening to appeal for donations to the dams fund set up by the Supreme Court.

"There is no question that we are faced with several significant problems," the prime minister said as he began the address, "but the biggest problem we currently face is the water crisis."

Warning of the rapid depletion in Pakistan's water resources, the premier said the country would face drought-like conditions by 2025 if immediate steps were not taken.

"I want to commend Chief Justice Mian Saqib Nisar [for starting the dams fund], but this was not his job," he said. "This was the job of civilian leaders who knew this was going to swell into a crisis but did nothing to thwart it."

"I want to take over the fund-raising and want overseas Pakistanis to contribute like they used to do for the Shaukat Khanum Cancer Hospital, he said.

The prime minister asked all overseas Pakistanis to make as many donations as they can to the dams fund in dollars to plug the country's depleting foreign exchange reserves as well as provide funding to start building dams, which he said he would personally oversee.

"I will safeguard your donations [against misuse]," he promised.

"If every overseas Pakistani donates $1,000, we will have enough to build the dams ourselves," the prime minister said.

"This fund will only be used for building dams. I know not every overseas Pakistani will be able to give $1,000, especially the ones working in the Middle East. To them, I would say that donate as much as you can. But the overseas Pakistanis in Europe and the United States, I want them to send at least $1,000 or even more if they can," he said.

The prime minister cited the example of Egypt, which he said had launched a similar drive to build dams using its own resources.

"They were not getting any external loans; no one will give us any loans from outside either," he said. "We already have so many loans that we are finding hard to repay, so no one is going to loan us anymore. We alone will have to build this dam, and we can. We just have to make up our minds."

"I promise to you that I will safeguard your money," PM Khan added.

Cut defense budget by $2bn and increase taxes on super rich and audit them and voila you have your dam.
Even if we take back the hike of 150 billion from last year (950 to 1100 Billion) you can easily fund the dam

Yes, after the American Government had provided much to the people, that Government can afford to ask something back from the people.

Pakistani Governments on the hand have not provided anything to the overseas Pakistanis. The main reason they left Pakistan in the first place was because they did not see a prosperous future in their country.

You can't ask overseas Pakistanis to give something back to Pakistan when Pakistan did not give them anything to begin with.

Overseas Pakistanis are prosperous because they built that prosperity by themselves.
 
I am moving my hard earned money to Pakistan by opening a bank account. Also going to give a fixed amount on a monthly basis. It is the least we can do.

Okay lets just assume we have 10 crore house with electricity.

We can place 1000 tax on every electricity bill for 3 month only.

100000000(10 crore) X 1000 x 3 =300000000000

Now consider a least amount of family member 3 (Husband, Wife and a child). Each will have share of just 1,000 to have water in their lives. Don't you think it still a better way and 10 crore house is just an example. Electricity bills holders are way more than that and 3 Member of a family is just an example I am sure majority of the people in Pakistan have family more than 3 members. So it will be less than 1,000 to each person.

A similar method had been used in China to fund Three Gorges Dam 2 decades ago. The project was massive relative to China's economy at the time but the project had to be finished so the government used a variety of funding sources from domestic banks, foreign lenders, to households.

Half of the funds of building the dam and transmission lines (not including relocation funds) came from households around the nation through a extra tax (based on electricity consumption) on their electricity bill spread over many years.

I will do my bit to donate money for the dam, since its a matter of life and death for Pakistan. I Can trust IK with my money, Unlike Godfather and mr 10% who have been looting Pakistan all these years.

This is also economic nonsense. Populist economics and that appeals to the laziness of the people thinking that simple donations can cure the state of the economy or even deliver a dam. This will end up a failure just like the cjp fund.

Instead of those shenanigans, Pakistanis just need to pay their taxes just a few more percentages and they can have their dams and much much more in a few years. But since that requires hard word and tough decisions, politicians (which I thought IK was not of them) usually end up with this shit show appeal.
 
There are 220 million people in Pakistan, only about 800,000 pay income tax. Why burden just a very small portion of people who are already under the net? Donations are voluntary and will come from whoever can afford to pay.

In the long run though, government should impose 1 or 2% infrastructure tax on
Fuel (reserved only for building and maintaining bridges, roads and highways)
Air travel (reserved for building/maintaining airports)
Water (reserved for building water reservoirs and dams)
Electricity (reserved for building power generation units)
Gas (reserved for developing gas field/exploration)
Arms and Ammunition for civilians (reserved for defence research)

If we had such funds setup early on (and they were not looted by corrupt governments), we would be sitting on billions of dollars available for these projects. Its never too late and its not that we will not need more of such projects in the next 30/40 years. If we setup such reserves now and protect them through legislation that no government can use them for any other purpose other than what is defined in the law, then we will not need to ask for donations the next time around.

On topic- Instead he should warn Pakistanis to pay taxes. I think Pakistanis should leave this begging habit. It would be better for the country.

Man, nobody is holding a gun to your head for it? That is the whole purpose of donation, you feel like it than give it, you dont, than dont give it. Its as simple. Why make such a fuss over it.

This is not situation for scoring games, but it is hour of need to stand united. IK know that i know that and hope you will also understand that. We need Pakistan first and we all have differences even our blood relation, so tell me its feel good that someone from your blood suffers? Pakistan is always on top of my shelve and always be.

IK set minimum bunch mark of 1000 dollar for each overseas Pakistan's. I will pay my first part of donation next month. I have three members in my family so i will pay in 6 installments
