Australia sees Sharia deal as ‘positive development’ Baqir Sajjad Syed
Tuesday, 17 Feb, 2009 | 12:42 AM PST | Australian Foreign Minister Stephen Smith arrives with his Pakistan counterpart Shah Mahmood Qureshi for talks at the Foreign Ministry in Islamabad. -AFP Photo ISLAMABAD: Australia on Monday saw the agreement between NWFP government and Tehrik-e-Nifaz-e-Shariah Mohammadi (TNSM) as a ‘positive development’ and said military enforcement was not the only option in counter-terrorism.

Australian Foreign Minister Stephen Smith, who is on a three day visit to Pakistan and traveled to Peshawar and tribal areas on Monday, told media at a joint press conference with his counterpart Shah Mehmood Qureshi that ‘what we have is a positive development’.

‘We certainly believe that combating extremism and terrorism is not just military enforcement, it also needs civil capacity building, civilian reconstruction and dialogue,’ said Mr Smith.

However, the Australian foreign minister, whose country holds significant influence in Commonwealth, cautioned against an unfavourable outcome, similar to the fate of agreements made by the government with extremists in the past.

The remarks by Foreign Minister Smith on the peace deal are given great importance by the diplomatic observers because it was being expected that the agreement would irk the US and other western countries, which have been skeptical of such arrangements on the grounds that they give time and opportunity to the militants to regroup and rearm.

Australia that has significant interest in counter-terrorism further proposed a four times increase in the number of Pakistani armed forces personnel being trained in Australia and making the military dialogue between the services chiefs of the two countries a regular feature.

He believed that the most effective way through which Australia could share its wealth of experience in counter-terrorism with Pakistani forces was through training. This thinking led to ‘substantial increase in the number of training arrangements open to Pakistani military personnel’.

He acknowledged that difficulty of topography and terrain, the complexity of history of people living in the tribal areas and the porous Pak-Afghan borders were some of the attributes that made the counter-insurgency job in this region difficult.

Stressing on Australia’s counter-terrorism support for Pakistan, he said, Australia ‘stood shoulder to shoulder’ with Pakistan as it dealt with this most difficult challenge.

He further hoped that Pakistan with international support would be able to surmount this challenge by the extremists and make normal everyday occurrences to take place.

The Australian foreign minister also announced a significant increase in development assistance for Pakistan in areas requiring capacity building like health, civil society, democracy and tolerance. However, he did not exactly quantify the increase in development assistance.

Speaking on the issue of strained Pak-India relations, Mr Smith said, Australia had a significant interest in South Asia and also in Mumbai incident in which two Australians were killed.

He welcomed Pakistan’s response to the Indian dossier and called on India to respond favourably to it. He also called for resumption of the stalled Composite Dialogue between the two neighbours.

‘We welcome the first steps in last couple of days, we hope there is a positive ongoing response to that.

DAWN.COM | Pakistan | Australia sees Sharia deal as ?positive development?
I think all in all it is a good decision for 2 reasons. Firstly ,it is a genuine chance for people to stop agitating from a moral high ground, as imposition of Sharia is our basic duty in Islam. Secondly, if someone were to react adversely, they can be pointed out as people with hidden agenda, and then it is easier for the government to take action against them. I think we really ned to lodge into it with some zeal.

I really wish, this time Zardari would keep his words and would take stand before Americans. It's good to see People of Swat celeberating Peace Pact. Today, they have started their normal life, Alhamdolillah. May Allah bless Swat and Pakistan and grant us Peace, Ameen!

Wow, these guys are on a roll now...surely they're not going to stop with Swat?

If the options were limited as suggested, it hard to see anything shrewd or timely in the move to hand over part of the nation to an orgnisation which has been waging war against the state.

Wait a second - who said anything about a 'hand over'?

What is being implemented is a change in system, a change that was in the works for a decade or so. Part of the reasoning behind the implementation of this change is to get the Taliban to disarm. If the Taliban do not disarm, the Army will not be pulled out. So how is this 'handing over part of the nation to the Taliban'?

I woudl like to ask our Indian friends to read the proposal for Shairah a bit more carefully, and not make these distorted comments. Shariah does not equal Taliban rule.

S2,

After Shariah law implementation , the administration expenses(Police, army, courts, agencies) will be negligible and Zakat 2.5% will be more then enough for health, education, infrastructure operation and maintenance.

Presently there are more then 16 government department who are taking bribe from industialist ,so no body is willing to do investment.

Under shariah law it will be Tax free zone , every business man in pakistan and outside will do investment there and SWAT and MARDAN will become richest states of Pakistan but it will take minimum five years.

Main thing for healthy soccity is fair and free justice and peace .

You are also well come to do investment in SWAT if you like:enjoy:

And what happens when the Sahirah administrators start taking bribes? Or are the people running the Shariah system incorruptible angels sent from heaven?

Lets not go off into lala land here - the Shariah system will be run by poeple, and people have flaws and are corruptible.

.
i hope our leaders keep their words and implement shariah. coz otherwise we will achieve nothing except some more criticism from west.

No doubt, there are chances of mistakes but currective system if failed whole society become currupt ,then we need surgery as US and Allies doing with the will of God in Iraq and Afghanistan.

Justice system should be free and fair , let see how they perform .

.
Of course, this begs the question for the rest of Pakistan. The criminal justice system is the same across Pakistan. The long delays in court cases, bribes etc.....If sharia is so attractive for swat, isn't there a case for it to be implemented throughout Pakistan?

Jubilation in Mingora, other Swat towns

By Our Correspondent

MINGORA, Feb 16: Swatis heaved a sigh of relief after the NWFP chief minister announced on Monday promulgation of the Nizam-i-Adl Regulation in Malakand region and curfew was lifted.
People thronged streets and bazaars in Mingora and other towns in the district, distributed sweets and offered thanksgiving prayers.

The chief minister’s announcement was followed by a statement by a military spokesman, of lifting the curfew which had been in force for about 15 months.

“Soon after the announcements, people from nearby areas rushed to Mingora bazaar for shopping. Everybody looked happy as if there was a festival,” said a resident.

A large number of people gathered at the main Green Square, which had been turned into “Zabahkhana (slaughter) chowk” by militants who used to hang bodies of their opponents with electric poles.

People displaced from nearby villages started returning to their homes from relief camps in Mingora and adjoining areas.

Most of the people in the camps in Mingora are likely to leave by Tuesday.

“The new development is a ray of hope for all the people of the region who hope that with the return of normalcy, tourists will start visiting Swat and economy will improve,” said a trader.

A schoolteacher said people were optimistic that their children would be able to go to schools without fear of bomb explosions and kidnapping.

However, a government official said: “Everyone is welcoming the move and prays for peaceful days, but nothing can be said at the moment about how things will shape up in future.

Taliban have announced a ceasefire only for some days and the government has set conditions for enforcing the regulation.”

Govt. committed to ensure peace, justice in Swat: Sherry
Updated at: 1800 PST, Tuesday, February 17, 2009

ISLAMABAD: Minister for Information and Broadcasting, Sherry Rehman Tuesday said Swat deal would ensure peace and help provide speedy justice to the people at their doorsteps.

The government has always preferred dialogue as it believed that use of force was not the solution to problems, she said this while giving her comments on Swat deal.

While talking to reporters after visiting an exhibition of contemporary art of Pakistan, Iran and Afghanistan at Pakistan National Council of the Arts (PNCA), she said the peace deal in Swat will be beneficial for the country and was part of government’s policy of development and deterrence.

Responding to a question, the Minister maintained the army would remain present in Swat with the objective of ensuring security to the people. ;):agree:

She said the agreement regarding enforcement of Shariah-based justice system in Malakand division will also help meet the demand of the people for the establishment of an appellate forum of Peshawar High Court.

Replying to another question, the Minister said it has been clearly stated that the Swat peace deal would not be signed until peace is restored in the area.:agree::tup:;)

AM,
My comment about Taliban being on a roll and not stopping at Swat was motivated by the following report:
Talking to a private TV channel, TTP spokesman Maulvi Omar said the Taliban would try their best for the enforcement of Islamic system in the country and FATA.

Yes, Swatyans have been demanding Sharia since the 90's and maybe even earlier, so they welcome it....but what signal does this send to the TTP?
As Maulvi Omar's comments implies, the TTP obviously feels that its their terror tactics that forced GoP to promulgate Sharia. This has surely emboldened TTP, hence they're talking about replicating the same model to FATA and indeed the whole country.
