Whatever they started, we bettered, that has to ranckle. When he is not drunk on martial superiority, he's drunk on revenge. He sends in lashkars in kashmir, then messes with north east in the 60s, then gibraltor, then kargil and the usual civilian murdering non state actors, then he forgets to read the newspapers on what follows, but when reality bites, he wants revenge.

Its an irrational enemy, but not too bright. Nor bright enough to do whats really necessary, not bright enough to know that the nation is not an end in itself, it has to achieve something for its people. He'd rather use the same people as cannon fodder and target practice.
