Only issue is the wide spread news fire from KP Whatsapp account stating that these fault do happen and plan has always been using a cable operator via rescue wires but this was stopped by DC and the operation got delayed several hours

Now probably this is mix of lies ...but all of my local friends are saying that DC/AC hijacked the effort and created a disaster by not letting them do what the protocol is (use other cables to send in a guy with Dolly)

Yeah usually what I have seen (although in AJK) is that people use a smaller dolly when their is a problem.

But without knowing further details in this case, it's all speculation.

They usually aren't when called upon the scene in emergencies.

I remember it was some terrorist attack and we saw SSG operators at that time come in civilian clothes. Usually black tracksuits (or at least black shirt) are worn by NCO's, JCO's though.
