PR ‘earned Rs12.7b’ through land lease in 10 years

The Ministry of Railways has earned about Rs12,770.02 million revenue by leasing out its land across the country for various purposes, including on short-term basis, in the last 10 years.


An official in the ministry told APP that Pakistan Railways leased out and licensed 15,025.44 acres of land for 21 to 33 years to generate extra revenue for the government as per the official policy.

Around 12,667.30 acres of the leased-out land is in Punjab, 1,560.13 acres in Sindh, 656.98 acres in Khyber-Pakhtunkhwa (K-P) and 137.25 acres in Balochistan, he said.

According to the official, the assessment of the commercial sites was conducted through approved evaluators of the Pakistan Banking Association and the State Bank of Pakistan for fixation of a benchmark, after which the land was advertised for lease in newspapers.

He said that though the land lease, the railways earned Rs1,636.71 million from K-P, Rs7,299.39 million from Punjab, Rs2,834.19 million from Sindh and Rs486.29 million from Balochistan.

Meanwhile, the railways is planning to launch WiFi and tracking system in the trains to provide better facilities to passengers within 100 days across the country.

“Initially, all passenger trains will have WiFi and tracking facilities and then the same facilities will be given freight trains as well,” another official of the Ministry of Railways told APP.

He added that 60 per cent of work on the provision of the mentioned facilities had been done and the remaining work would also be completed shortly as Federal Minister for Railways Sheikh Rashid was very concerned about it.

“Passengers will be able to use WiFi while travelling with Pakistan Railways shortly,” he said, adding that the provision of these facilities would improve the status of railways and make the journey safer.

According to the official, the railways has planned to launch new Rehman Baba train service. He added that the feasibility of the new service was under process.

With regard to the Main Line-1 and Main Line-II, he said that the ministry was going to take important decisions in the coming 30 to 60 days.

Calling freight trains the backbone of railways, he said only eight to 10 freight trains were being operated from Karachi, but the figure would soon increase to 12 or 13.

“Two new trains are also being introduced in Sindh from tomorrow (Tuesday)” on the directives of Rashid, the federal minister, said the official.

According to railways sources, the Mohenjo Daro Passenger train (213-Up/214-Down) would be operated between Kotri and Rohri. The Rohi Passenger train (215-Up/216-Down) would be operated between Sukkur and Khanpur.

Meanwhile, Parliamentary Secretary for Railways Farrukh Habib said that Pakistan Railways would be established on modern lines in compliance with the international standards to make it self-sufficient.

Addressing the media at the PR headquarters in Lahore, he said the government would focus on initiatives that would bring the railways on a par with the rail system in European countries.

Habib called the fiscal deficit ‘inherited from the previous regime’ one of the major challenges facing the present government. He said that railways was being provided Rs37 billion subsidy by the government to meet its financial requirements.

The secretary added they were exploring means to reduce the Pakistan Railways fiscal deficit and enhance its revenue targets, especially of the freight trains “which have an immense growth potential”.

He said the previous governments had never given the importance the railways deserved, despite the fact that “it is a strategic asset of Pakistan”.

Railways can't even be privatized because they are a natural monopoly. Tax payers will have to keep financing this particular white elephant forever.

Whats the solution?
 
Maybe autonomy could work. Asad Umar has talked about putting loss making public sector enterprises (PSEs) under a wealth fund to isolate them from political interference. While the use of the term "wealth fund" is inaccurate perhaps if these PSEs had greater autonomy they could be reformed. They will have to be given full autonomy including the option to hire and fire workers as they see fit.

Revenue is not profit. You can raise revenue by lowering ticket prices. You'll get higher revenue figures from the increased demand but also increase your losses.
 
so if ticket is cheaper people buy two? or they just travel because ticket is cheaper? Is there a limit to how stupid people can be?

Yep or send freight through railways if its cheaper than sending it via the trucks.

There are people who argue that promotional prices don't result in increased sales so I don't think there is any limit.
 
when new trains are run revenue will definitely increase but it will also increase expense so true figure will be net profit or loss if it become good then only we can say something about real progress wifi is not needed as mobile networks provide much cheaper internet packages and people can use their own internet easily
