Guwahati: Assam ranks thirds in the rate of progress in Human Development Index (HDI) among all the major states in the country achieving 32.1 per cent progress for the period 1999-2008, an official release said here on Monday.

India Human Development Report 2011 brought out by the Institute of Applied Manpower Research, Planning Commission, Government of India based on the data of 1999-2008 reflecting the three main components of human development vis-a-vis education, health and per-capita income, it said.

The report says that if Assam maintains the current rate of progress in HDI for another decade there is strong possibility that the overall human development will be ahead of the other states of the country.

The report further states that among the three components used for HDI parameter, Assam has shown the highest rate of progress in Income Index and third highest rate of progress in Health Index.

Assam was, however, lagging behind the national average in Education Index, it has shown marked improvement.

With a Hunger Index of 19.83 percent (as in 2008) and ranked fourth in so far as reducing hunger is concerned, Assam is 'doing better than the so-called developed States with high per capita income namely, Tamil Nadu, Maharashtra, Karnataka and Gujarat', the report says .

OIL makes highest profit of Rs 3446.92 crore
Correspondent
DULIAJAN, Sept 15: Fiscal 2011-12 was a year of significant
achievements for the Oil India Limited (OIL) as its annual oil and
gas production touched new heights of 3.847 MMT and 2633.29
MMSCM, respectively.
Addressing shareholders at OIL’s 53rd annual general meeting
here at Duliajan today, Chairman and Managing Director (CMD)
SK Srivastava said that the turnover of the company was also the
highest so far at Rs 9863.23 crore showing an increase of 18.54%
against last fiscal, while the profit after tax touched a new peak of
Rs 3446.92, an increase of 19.36 percent over the previous year.
As a result, the company declared dividend at 400%, which too
was the highest so far, he said. Improved financial performance
has helped OIL to increase its net worth to Rs 17,721 crore as
against Rs 15,602 crore during the previous fiscal, he further
added.
The CMD pointed out that this achievement was attained despite
extending subsidy discounts (to the tune of
Rs 7351.77 crore as compared to Rs 3293.08 crore during the
corresponding period during 2010-11) to oil marketing companies
to compensate for their under recoveries in line with government
policy. The subsidy has affected the PAT of the company for the
year under review by Rs 4,162.99 crore.
Srivastava said that the contribution to the State exchequer
during the year was Rs 1,865.53 crore and that to the Central
government was Rs 3,908.62 crore.
He also highlighted the significant achievement in gas flare
reduction in Assam from 7.2 % of production in 2010-11 to 5.94
% during the year by collecting low pressure low volume gas
through the deployment of low capacity gas compression facility
on ‘build, own and operate’ basis.
The CMD informed that OIL has made seven new oil and gas
discoveries during the year in the State of Assam.
