While it is true the South Kurils were originally Japanese land under the terms of Shimoda treaty in 1855 (which split Kurils in half, with the northern half going to Russia and the southern half going to Japan), Russians were promised the Kurils as prize in exchange for declaring war on Japan in 1945. San Francisco treaty in 1951 abolished Japanese empire and Japan had to give back all the lands Japanese took from other people, including Taiwan, Korea, South Sakhalin, North Kurils. In my opinion, Russia and Japan should come to a comprise, with Russia giving the southern half of South Kurils consisting of Kunashir, Shikotan, Hamobai back to Japan and keeping the northern half of South Kurils consisting of Iturup.
