Considering PRC and ROC are officially at war, it is justified. PRC can sell weapons to Iran at give away prices and then have these shipped to Russia on the Caspian sea. PRC can test HJ-10 and HJ-12 anti tank missiles in Donba and Taurida regions.

China can take Mongolia but Sakhalin is out of the question. It has too many Russian inhabitants on it. Half a million. Besides, Sakhalin was originally Russian land that was invaded by Manchus in the 1700s which Qing returned to Russia to improve relations in the 1800s.

Sakhalin no but if China wants China can have Iturup, Kunashir, Shikotan, Habomai which make up the South Kurils which Japan want to have. China can build military bases on those.

In exchange for South Kurils, China produce 10 billion rounds of HJ-12 missiles and 100 million associated launchers for Russia plus tech transfer of all future Chinese anti tank missiles and asscoiated launchers.

I think such a barter is fair.
