Only by state official or Hajj missions to guide its members. In Mecca we don't use our flags either my friend, after all, that's the jest of this faith.

Saudi Arabia is in-charge of hajj and they have declared it illegal for hujaj to hoist any sort of political flags. Imagine if other political parties also wish to raise flags and eventually end up fighting or killing each other!

You are basically violating the laws of your host country, therefore you are criminal by all worldly standards.

Such people, shall be thrown into jail without delay and later deported to the respective state.

Saudi govt. shall take notice of this man and kick him out of Saudi Arabia.

If we see situation from this perspective then you are right but there are many members who are trying to be "Mazab ke thekdar" No one has right to measure piousness of a person.
