I have no objection if FIRs are being written in Urdu, that is not the issue, the issue is it's not simple plain Urdu that everyone can understand easily. A drafting and writing skill limited to few government employees only. If you can read Urdu just google FIRs in Urdu and you would know what I am trying to say.

@RescueRanger I have given it another reading, tried reading the PO 2002. The question is who is going to take the initiative? The legislator, the Police superiors or the common people? All you said is valid, but how can that be useful with current state and mindset of our police, the force continuum model is good on paper, but for one to exercise it in real life, don't you think it has be ingrained in him multiple times during his initial training and later on job? How are we going to make sure effective use of body cameras. We look to US and UK examples, but the thing is their personnel are trained sufficiently to judge the situation and understand and leave their trace by touching the tail lights of a vehicle before approaching the subject. Keeping certain functions and their budget totally separate (not letting them to mingle with crime fighting force) can help e.g. totally separate induction for administrative office work, finance, IT, housekeeping, of people who hold the requisite educational background and have the expertise, the introduction of internal performance audits and quality checks by third parties? The input of police itself in law making? Fighting for the appropriate budget and its effective disbursement so that accountability can be assured? What has changed after Iftikhar Chaudhry saga?
