Now, you can complain against police online
PESHAWAR: If you have any complaint against police in any district of Khyber Pakhtunkhwa regarding registration of a genuine case, you do not need to write application and go through security barriers for submitting it to the police.
“You just need to send a short text message to the central police office and will get a response within 24 hours,” Sajjad Khan, chief of the police complaint cell, told Dawn during a visit to the cell here on Monday.
He said the initiative had been taken by inspector general of police Nasir Khan Durrani, who would monitor the facility to benefit the complainants, who had no access to the police and faced hardships in lodging their reports.

According to him, the complaint cell, which is to be formally inaugurated soon, has been established in the central police office, where anyone could send complaints through SMS to be automatically transferred to the computer for print for further action.
Sajjad said the complaint would be forwarded to the relevant district police officer with special directives of the IGP to respond to it within 24 hours otherwise the red light in the complaint cell would continue blinking until the cell didn’t get the response.
He said in the genuine cases, FIRs would be registered without hesitation by the officials concerned to ensure dispensation of speedy justice to the people.
The complaint cell’s chief said police had developed the system to receive public complaints through SMS and to make early coordinated efforts for solution of the issues within the shortest possible time.
He said the service would facilitate the general public to lodge complaints against the police officials and that complaint would be addressed in 24 hours.
Sajjad said a special number i.e. 0315-9007777 had been allocated for the SMS service, which would become functional very soon.
He said besides short message service, the complaints would also be received through different means like fax, telephone, manually, through email and post offices.
The complaint cell’s chief said awareness of the facility would be created to address the people’s problems.
Meanwhile, spokesman for the police Riaz Ahmad said all additional IGPs, DIGs, DPOs and SDPOs in Khyber Pakhtunkhwa had been given special official cellphone numbers to bring more improvement in close contact with the general public, ensure coordinated efforts against crimes and in-time action to address public complaints.
He said these official mobile numbers in serial had been allocated for the above designated posts.
“In case of transfer of any police officer deployed to designated posts, the mobile number will be automatically transferred to the newly incumbent officer. The special numbers will remain open round the clock to remove the communication gap between the police and the public,” he said.
The spokesman said the step had been taken to effectively bridge the gap between the public and the police to address their complaints and launch coordinated efforts to preempt and prevent crimes.
The official expressed the hope that the step would go a long way in ensuring peace and security in the society.
He said the numbers would be used exclusively for official purpose.
The official said the provincial police had taken a number of steps for better coordination between the public and the police to resolve public complaints and establish a crime-free society.
He said the complaint management cell was in addition to the facility of online FIRs and police assistance line to address public grievances.

Increasing accessibility: Police launches automated complaint redressal system
With the aim of providing a mechanism for prompt redressal of public complaints, Khyber-Pakhtunkhwa (K-P) Police launched the Police Access Service (PAS) on Wednesday. Chief Minister Pervez Khattak formally inaugurated the service at the Central Police Office (CPO).
Citizens from across the province can now access the police through an SMS and relevant police officers will contact the complainant within 24 hours, stated a handout.
To register a complaint, citizens can send a text message to 0315-9007777. In addition, they can also call a toll-free helpline at 0800-00400, send a fax to 091-9223575 or email to pas.kppolice@gmail.com. Complaints will also be entertained on the provincial police’s website, Khyber Pakhtunkhwa Police : Official Web Portal as well as at the PAS centre at the CPO.
Speaking at the inauguration, IGP Nasir Khan Durrani said K-P police is devoted to providing equal access and respect to all citizens of the province. “The PAS is aimed at winning public trust through promptly redressing their complaints by utilising automated technology solutions for enhanced police accessibility,” said Durrani.
Under the new system, every complaint will be registered in PAS’s automated database and the complainant will be issued a complaint code through an SMS. Subsequently, the relevant subdivisional police office (SDPO) and district police officer will be informed about the registered complaint through a text message. The SDPO will be bound to contact the complainant within 24 hours, added the handout.
“The newly-established PAS is equipped with a computer-based timeline monitoring system which will ensure all complaints are redressed within the given timeframes,” it stated. The system also features an in-built analysis of complaints’ statistics, enabling the CPO and IGP to analyse the performance of field officers.

The Police Access Service (PAS), one of the many public service initiatives undertaken by KP Police during the current year has been launched with the objective of providing a mechanism for prompt redressal of public complaints by ensuring access and respect for all segments of society.
With the launching of Police Access Service, citizens from across the province can now access the police through just a SMS and the concerned police officers will contact the complainant within 24 hours.
Speaking on the occasion, the IGP KP Nasir Khan Durrani said that KP Police is devoted to providing equal access and respect to all citizens of the province.
The KP police chief further added that Police Access Service is aimed at winning over public trust and satisfaction through prompt and timely redressal of public complaints by incorporating automated technology solutions for enhanced police accessibility, accelerated processes and continuous monitoring.
Owing to the human discretion, un-necessary file and inordinate delays, the erstwhile manual system of complaint redressal had lost its efficacy to resolve the issues of the public. This failure of manual complaint management was in turn undermining the cause of justice and public service.
In addition to incurring irreparable human and material losses, the ongoing wave of militancy also resulted in militarization of police thinking and the fortification of police establishments at the cost of conventional policing function thereby making the police officers inaccessible to the common man. All this necessitated the need for having a system which provides an easy and instantaneous access to all segments.

LAHORE - Many may not believe it but it is a fact that KP police chief, Nasir Khan Durrani is the most powerful IG the country has ever had in a province.
On the other hand, KP Chief Minister, Pervez Khattak has earned a name in Pakistan’s history as being the only Chief Executive of a province who has delegated all his powers concerning Police Department to the IGP.
He has no power to recruit and change even a police constable in his province.
This has been confirmed by the KP IG Police Nasir Khan Durrani who says he is the sole decision maker in Police Department.
“The Chief Minister has even surrendered the powers exclusively meant for him under the rules”, Durrani told The Nation on telephone.
Asked if he enjoyed free hand in matters of postings and transfers of senior police cops including the DPOs and DIGs, he said that the Chief Minister had even surrendered his powers to appoint an Additional IG of his own choice. “There is zero political interference in Police Department”, he told this scribe, adding, that it was for the first time in country’s history that a provincial police chief has been allowed to exercise absolute powers in performance of his duties.
Durrani, who carries rich experience of policing while serving in Punjab on different key positions, has accepted his present posting on the condition that there would be no political interference in his domain.
In a very short span of time, Nasir Khan has been able to change the perception of police force in KP which is now more responsive to the public complaints than before.
He has dismissed from service some 500 bad cops including two DSPs, thereby sending a strong message to other cops to do their duties honestly and diligently.
Sharing some details of reforms he was going to introduce in Police Department, he said that the recruitment of constables was being done through NTS with psychological analysis of prospecting candidates being given top most priority.
The specialised schools like investigation school, intelligence school and the one dealing with explosive handling have been activated after a long time, he added.
He said measures were being taken to improve public contact with police through introduction of SMS service.
All citizens, he added, would be given a cell phone number to register their complaints by sending an SMS.
The Investigation Officer would himself contact the aggrieved person later on after verification of facts, he stated. Every complaint would become part of the police data system, he said.
Nasir said crime fighting laws were being enacted to improve functioning of police on modern lines.
He said dispute resolution councils were also being revived to resolve the issues at the earliest stage. This would also reduce the burden on courts, he said.
Now as the KP government has set an example for other provinces to follow, it has raised some fundamental questions to be answered especially in the context of Punjab whose government claims credit for good governance. It also talks of changing the thana culture quite often.
Is the Punjab IGP, Mushtaq Ahmad Sukhera as powerful as his KPK counterpart? Is it not true that Punjab Chief Minister Shahbaz Sharif himself interviews police officers before posting them in various districts? Is it not true that SHOs here are being posted on the recommendations of local MNAs and MPAs?. Is it not true that despite tall claims and being in power for the last over two decades, the PML-N Government in Punjab has not been able to change thana culture? Will the worthy Chief Minister Punjab answer these questions?.

For the first time in history, the Khyber-Pakhtunkhwa government has decided to induct female police commandos, currently being trained to fight militancy in the province.
Some 35 female police commandos are undergoing training at the Nowshera police training centre. Officials said that K-P Inspector General Police Nasir Durrani felt that female police commandos needed to be included in the force and decided to impart special training to the female police.
“Some 35 female police commandos have voluntarily offered their services to join the group and will be imparted five months of training at par with the elite force male members,” Momin Baig, a commandant at the Nowshera police training center told The Express Tribune.
“After the training, female commandos will be capable of using all kinds of modern weapons,” he added.
They will be provided the same training imparted to elite force male members in the province and will be ready to confront all kinds of challenges, including the fight against militants.
Baig further said more female commandos will be trained for K-P police once the first batch joins the police.

Remodelling of police dept under consideration – The Express Tribune
PESHAWAR: The provincial government has decided to strengthen and remodel the police on the concept of functional specialization – assigning specialised tasks to specialised teams.
According to documents of the Home and Tribal Affairs department available with The Express Tribune, the provincial government is planning to organise the police to work on investigation, intelligence, accountability, education, finance, crime against women, research and development and information technology, among other things.
A committee has been formed to identify shortcomings and propose changes for improving the police department. The secretary home will chair the committee which will comprise police headquarters AIG, Counter Terrorism Department DIG and representatives of the law and finance and other departments
In the pipeline
The team’s tasks include the establishment of a research and analysis wing which will publish periodical assessments of existing trends of militancy and violence. This information will be used to advise the government on strategies that can be adopted to tackle militancy.
The research wing will have an internationally-connected digital library to analyse socio-economic and religio-political causes of crimes at the local, regional and international level, states the document.
It further states that the Khyber-Pakhtunkhwa Police Rules will be framed in accordance with Police Order 2002 in two months, while the performance of police stations will be evaluated based on their investigation and intelligence output.
To protect cyber space, an anti-cyber crime wing will be established to nab people involved in password hacking, credit card information theft, communication disruption, software and data piracy, defacing websites, sending threatening emails and distributing computer viruses.
The police will also be enabled to deal with financial crime which is increasingly becoming a form of organised crime. According to the home department document, a robust Financial Crime Unit (FCU) in the Special Branch Police will curb anti-state activities related to financial felonies and wrongdoings.
A modern forensic explosives lab will also be set up in the provincial capital to enhance post-blast investigation capacity of the provincial police.
“Given the fact that the Special Branch Police is involved in the collection, collation and analysis of intelligence information, there is a dire need to have a proper institute which can impart basic training in these activities to policemen,” states the document, adding a school will be established for this purpose.
Similarly, coordination links will be established with the military intelligence agencies so that the desired effectiveness and efficiency can be achieved, it added.
A summary of the reforms has been submitted to Chief Minister Pervez Khattak for approval.
