Pakistan, US to hold defence talks

WASHINGTON: A Pakistani defence delegation arrives in Washington on Sunday for talks on a five-year plan for meeting the country’s defence needs, diplomatic sources told Dawn.

Also this week, a US delegation goes to Islamabad for trilateral talks with Afghan and Pakistani officials, which begin on May 3.

Defence secretary Athar Ali Khan will lead the Pakistani delegation, which will include representatives from all three forces as well as the ministry of foreign affairs.

The talks are part of the US-Pakistan Defence Consultative Group, which may now be merged with the US-Pakistan Strategic Dialogue, also slated in Islamabad in late May.

Issues to be discussed include expected purchases by the three services, military training programmes, military contracts
and the next year’s funding from the Coalition Support Fund.

About $1.8 billon of arrears from the claims that Pakistan has submitted in the years 2010 and 2011 will also be discussed. These claims are for reimbursement of the funds Pakistan has spent in fighting insurgents in Fata.

Defence purchases may include ships for the Pakistan Navy and weapons for the army and the air force.

A reported offer that the US will provide 85 drones to Pakistan may also come up for discussion, although it’s not part of the agenda, diplomatic sources said.

“We have never received a concrete offer,” said a Pakistani diplomatic source. “Besides, the drones being offered do not meet our needs. We already produce such drones at home.”

Meanwhile, the US-Pakistan-Afghanistan meeting — which was postponed after the arrest in Lahore of CIA contractor Raymond Davis in a double murder case — is now being held as well.

If it turns out that the defense relationship is deepened and the entire defense consultative group becomes part of the so-called strategic dialogue, it will become clear that the citizens of Pakistan are hostages to the armed forces of both Pakistan and the US.

Pakistan needs more focus on her economy than on her defense capability - her dwarf economy is the cause of her insecurity, is the cause of her citizens losing faith in Pakistan and finding it in Arabia and whatever luney ideas have emerged from there in recent times.

An entirely sad and misguided effort on the part of the Pakistan Fauj.

Ure right bro..! cuz we already (Awaam +our Military) slaves and hostages by the white/Yankeez masterz....If our Military was not slave or hostage they would have prevented anykinda attacks by US/NATO drones on our land and civilians + our security personnalz....:woot:

May 13, afaik. After Turkey she makes port calls in Saudi Arabia and Oman iirc, before heading home.

Pakistan Navy ship makes port call in Jeddah

JEDDAH: The Pakistan naval vessel PNS Alamgir made Jeddah its port of call on Sunday and remained harbored at Jeddah Islamic Port until Wednesday. The ship is on a good will-cum-training cruise.

Capt. Naveed Ashraf paid a courtesy call to top officers of the Saudi Navy, including Admiral Khalid Al-Hamdan, Western Fleet commander and commander RSNF Base in Jeddah.

On Monday, a reception was held on board the ship by the crew in honor of the Saudi dignitaries that was attended by Saudi naval officers, diplomats, Saudis and Pakistan expatriates.

The Alamgir, commissioned in August, is named after the emperor Aurangzeb Alamgir, who was the sixth Muslim ruler of the Mogul Empire, which ruled the Indian subcontinent for almost 50 years

PNS Alamgir Reaches Jeddah in Saudi Arabia
Pakistan Navy’s newly commissioned frigate PNS Alamgir (F 260) has reached Jeddah in Saudi Arabia. Commanding officer of Pakistan Navy ship, Capt. Naveed Ashrafmet with the Khalid Al-Hamdan, commander Western fleet of the Saudi Navy and a function was held on board the PNS Alamgir by the crew in honor of the Saudi Officials including Saudi naval officer and diplomats.

PNS Alamgir (F 260) is a Oliver Hazard Perry-class frigate which is acquired from the United States Navy. USN retired the USS McInerney (Now renamed PNS Alamgir by the Pakistan Navy)on 31 August at Naval Station Mayport, Florida.

Before reaching the Saudi Naval base in Jeddah ship has already made pot calls to the Turkish Naval Base 'Golcuk , Bermuda (UK), Azores (Portugal), Cadiz (Spain). After its departure from the Saudi Naval Base in Jeddah and its next stop will be in Salalah (Oman) and it will reach Pakistan on 13 May 2011.

PNS Alamgir (F 260) will be used to boost the Pakistani efforts to counter terrorists at sea with international cooperation. PNS Alamgir is a 4,100-ton warship and Pakistan Navy is looking to get another seven surplus warships of Oliver Hazard Perry-class frigates from US Navy.

Due to the removal of the Mk 13 launchers, PN has opted for fixed RGM-84 Harpoon missile launchers to enhance warships surface attack capabilities and ship will require extensive upgrades if Pakistan Navy is looking for any anti air capabilities.

PNS Alamgir is 445 feet long and displaces 4100 tons. Warship can attain and sustain speeds of over 30 knots and is capable of performing Anti-Surface and Anti-submarine Warfare. It is equipped with the 76mm automatic gun for use against both air and surface targets. PNS Alamgir can carry 2 helicopters for Anti-submarine and Anti-surface Warfare.

It would take two to tango. It is unlikely that US would refuse additional OHPs (the operation in which OBL was killed underlines only that the first OHP was delivered notwithstanding distrust by US of certain elements in Pakistan). Likewise, the op does not take away opr deminish the urgent need for ships and the financial constraints of PN: it is likely that the request for a number of additional OHPs will be withdrawn.

ps: the McInerney/Alamgir was not purchased by PN, it was given as grant in aid to PN. The stated bill of 65-78 million dollars is for the refurbishment of the ship and crew training. This amount is financed via the US Foreign Military Financing (FMF) program, which provides grants and loans to help countries purchase weapons and defense equipment produced in the United States as well as acquiring defense services and military training. FMF funds purchases are made through the Foreign Military Sales (FMS) program, which manages government-to-government sales.UYS-FMS.

By A Staff Reporter - MUSCAT — The two-day official visit of Pakistan Navy Ship Alamgir to Port Salalah begins today under the leadership of Captain Naveed Ashraf (inset). Captain Naveed Ashraf TI (M) T Bt PN joined Pakistan Navy as cadet in 1986. After passing six months in the Naval Academy he was selected for training in Germany.
He completed his basic training from German Naval Academy in 1990. He specialised in Anti-Submarine Warfare from Pakistan as well as from France. He is a graduate of PN War College and has done US Navy Staff course from Rhode Island in 2003.
During his illustrious career, the Captain has held diversified appointments which include command of a gun boat, principal warfare officer (underwater) on a Type-21 Frigate, command of a mine hunter and has commanded two Type-21 frigate prior to his appointment as first commanding officer of newly acquired PNS Alamgir.
He has been awarded Tamgha-e-Imtiaz (military) due to his meritorious service in Pakistan navy as well as Tamgha-e-Basalat for act of bravery. PNS Alamgir is named after the emperor Aurangzeb Alamgir who was the ruler of Greater Mughal Empire. PNS Alamgir is the third ship named as Alamgir.

PNS Alamgir is named after Emperor Aurangzeb Alamgir, who was the sixth ruler of the Mughal empire.

PNS Alamgir is the third ship to be named Alamgir. It was commissioned on August 31, 2010 at Mayport, Florida. The first one was Cr Class Destroyer, which was decommissioned in 1982 after 24 years of service. The second was gearing class destroyer and remained in service from 1982 to 1998.

Captain Naveed Ashraf is the commanding officer of PNS Alamgir. The captain has been awarded Tamgha-e-Imtiaz (military) for his meritorious service.

Pakistani navy ship (PNS) Alamgir will make an official visit to Salalah Port on Monday. The third ship named after Aurangzeb, the sixth ruler of the Mughal empire, PNS Alamgir was commissioned on August 31, 2010 at the naval station in Mayport, Florida, USA.

PNS Alamgir is commanded by Captain Naveed Ashraf. Captain Ashraf joined the Pakistani Navy in 1986 and was later trained in Germany. He speci-alised in anti-submarine warfare in Pakistan, as well as in France. He has also been awarded the Tamgha-e-Imtiaz military award for his service.

In view of planned decommissionings, I think 6 ships could be available for PN before FY2015 (which starts october 2014) i.e. over the next 3,5 years, even if Taiwan were to scoop up 8 for its navy and some hulls go to other navies or are used a parts hulls ...... whether that would translate to actual transfers is of course dependent on how the political and money situations are.

Friends in Pakistan, PNS Alamgir should have arrived in Karachi on May 13th (i.e. last Friday). Have there been reports in the locsl media (newspapers/R/TV)? Any pictures?

RFA Fort George might be an extremely worthwhile purchase for PN, considering PN has 2 AORs, of which at least 1`can be considerably long in the tooth.

A47 PNS Nasr (PRC Fuqing class), acquired from the Chinese Navy in August 1987. The fourth hull of this class (hull No.871) was built specifically for the Pakistani Navy. The vessel was delivered in 1985 (but apparently commissioned 1987). > 25 years old

In Karachi, presumably, unless she got hung up somewhere on the way homw e.g. in a naval exercise.
- Any word in local media?
- Anybody locally to apply a Mk1 eyeball
- Anybody locally that took (or would take ;-) a pic e.g. from the container terminal?

Where is PNS Alamgir? There seems to be sort of mystere developing here. I do hope it did nort skirt the "Triangle" on her maiden voyage as PNS Alamgir :-)
