Sir that is the game actually. PML-N's Zaeem Qadri openly said this in a tv program when he was asked about this guarantor issue. He said just go to your local MPA or MNA and he will give you guarantee without asking any question. It will be a clear conflict of interest, because PML-N MPs will be guarantors of PM's youth scheme. Don't know if they will blackmail the loan holder later or what? Looks like a trap.
