It's investment mode; bidding is viable when government is providing funds and they want to choose everything of their choice. Here Chinese companies are will do everything and will supply that on economically viable rates.

For ADB & WB projects they also dictate government. What NS has done is totally fair; law and constitution of Pakistan allow him to do this. You need more on it let me know.

Read project financing and modes of project financing. All IPPs in Pakistan started their operations like this. I have million reasons to prove you are wrong.

Open bid takes place where government provides funds for the project. Government can't push an investor to invest money first and then government administer bidding process on that.

Chinese asked for it, they were ready to invest billions in power sector if we cancel competitive bidding process. We already lack investment in energy and with bidding we lose much needed help of our friend China. I think this is a good step. What govt should make sure that investment comes and provide security to the investors so we can get rid of energy problem. BTW bidding process is useless for us in this situation in which we are in security problems and no trust of investors on govt.

Nepra pepco and all related entities have already devised a mechanism. Every thing is there IRR, Tarrif determination procedure happens in public presence. Go read something mate. I am not here to conduct a session.

Also you said IPPS were a wrong move then go on NEPRA website and see their Tarrif and purchase agreements.

related entities already have devised mechanism decades ago to deal with this issue. My request is just study those guidelines. They are all available on the websites. These issues are decided in public hearings and anyone can object if irregularities are pointed out.

There is no competition when it comes to Pakistan! The investors don't even come to invest even if you open million tenders.
Tenders are important for other sectors like bidding for 3G license or construction of any public entity.

Power sector needs this. No tenders!

I don't agree that decision was made in a rush. Most of the projects were planned in bibis gov and during musharaf's era world class consultants evaluated viability of these projects. Sadly musharaf departed soon after that but that's not the point.

Anyway; it's a bit naive to think that there is no planning behind this initiative.

Regular bidding process is open but bureaucratic and thus onerous, byzantine, lengthy, and time-consuming. We are in desperate need for power and I will support any measure that puts investment in power sector on fast track. We can not afford ANY delay whatsoever. To give you an example, we could generate at least 1000 MW from Tarbela during flood season only if we could install additional turbines. An open process would mean at least two years, whereas it can be done in less than a year. A few months ago some reporter 'broke' a story of possible corruption because government OKed a fast track process for commissioning an additional turbine for Tarbela by utilizing the same provider who is already in process of providing a turbine. I support our government in such measures on war footing for a LIMITED time.

You should think about what possible measures could be taken by PTI if they were in power. I bet they would have fast-tracked many processes too and that you would have been defending them.

It is better to view and assess issues on merit rather than political affiliation.

Other than what you said these fast track investment orientated projects are in line with concerned authorities. They are bringing 25Bn $ in a messed up country what other favor we need.

But our people only see conspiracy behind every initiative government takes.
