AFAIK the idea was for a reciprocal visit- the Israeli Pres goes to India and then Modi goes to Israel.

Meh. When's the visit to Israel? They are being very cagey about it.

Israelis dont care for perception but result. Modi in grand scheme of things is mostly a figurehead, most of the details are negotiated by bureaucrats. It suits both India and Israel too keep the relation low key except when there are substantial gains to be made from high level exchanges or significant issues which require top level intervention.

No visit but substantial business shows Indo-Israeli relation is on the right track and moving forward smoothly.

Now with Iran, GCC, America and China we dont have that level of comfort and so optics matter. Top level visits are also more frequent so that through charm offensive we can clear road blocks to progress.

I don't know, I agree to a degree but I had seen the view expressed by an Israeli that they would appreciate the gesture by an Indian PM. It may be sentimental and may not equate to much tanigble benefits I still think it is justifiable and will set the better tone.
