PM Narendra Modi Three Nation Visit to France, Germany and Canada

France to assist India on semi-high speed rail projects, station upgrade | Business Line

Paris, April 11:
France will partner India in a study for upgrading the speed on the Delhi-Chandigarh rail line to 200 km per hour and help in the re-development of Ambala and Ludhiana railway stations.

France will also help in development of Smart Cities in India to be identified by the host government. These were among the outcomes of Prime Minister Narendra Modi’s talks with French President Francois Hollande here yesterday.

The two sides signed a Railway protocol which seeks to establish cooperation between Indian and French Railways for semi-high speed rail and station renovation.

Under the protocol, Indian Railways and French National Railways (SNCF) will co-finance an execution study by SNCF for a semi-high speed project on upgradation of the Delhi-Chandigarh line to 200 km per hour and re-development of the Ambala and Ludhiana railway stations in Punjab.

The Shatabdi Express between Chandigarh and New Delhi is the fastest train on the route and currently runs at an average speed of 79.80 kmph.

“The leaders look forward to cooperating in areas such as modernisation of the Railways and in high speed and semi-high speed rail projects, in urban transportation and in roads..,” said a joint statement issued after the talks.

France also expressed interest in collaborating with India for the development of Smart Cities from among the list of cities to be identified by the Government, the statement said.

Accordingly, it was agreed to include Smart City cooperation as an area of technical cooperation under the October 2012 MoU on Cooperation in the Field of Sustainable Urban Development between the two countries.

An MoU signed between the School of Planning and Architecture in Delhi and the National Architecture Institute in Paris, envisages cooperation to undertake joint planning and geographical studies in India and France and training of local counterparts in modern urban and regional research as well as in techniques of scientific methods in urban and regional planning, geography, environment, building engineering and management.

A ‘programme’ between ISRO and the French National Centre for Space Studies (CNES) was also signed. It proposes cooperation in the areas of satellite remote sensing, satellite communications and satellite meteorology; space sciences and planetary exploration; data collection and location; operation of satellite ground stations and spacecraft mission management; space research and applications.

It covers potential cooperation activities such as joint earth observation mission, hosted payload opportunities, and Mars exploration.

PM visits Airbus Facility and CNES in Toulouse; pays homage at World War-1 memorial in Neuve-Chapelle

The Prime Minister, Shri Narendra Modi, on Saturday visited the Airbus Facility at Toulouse. He was briefed on Indian companies involved in the Airbus Supply Chain, and interacted briefly with Indian employees at Airbus.

The Prime Minister also visited the CNES - National Centre for Space Studies in Toulouse. He briefly interacted with post-graduate students of Indian origin at the venue.

The Prime Minister paid homage at the World War-1 memorial in Neuve Chapelle, to honour around 4700 Indian soldiers who laid down their lives in battles in France and Belgium during World War-1. "Our soldiers who fought in foreign lands in the Great War, have won the admiration of the world for dedication, loyalty, courage and sacrifice. I salute them," the Prime Minister wrote in the visitor's book at the memorial.

He also met youth of Indian origin who had gathered outside the memorial at Neuve Chapelle. "Shaheedon Amar Raho," he urged the youth to chant with him.

PM's remarks at Community Reception in Paris

The Prime Minister, Shri Narendra Modi, on Saturday made a strong pitch for India's permanent membership at the United Nations Security Council, and expressed confidence that the world would soon recognize and accept India's capabilities. "Vishv Bharat ko jaanega bhi aur maanega bhi," the Prime Minister asserted, in remarks at the Community Reception at the Carrousel de Louvre in Paris.

The Prime Minister spoke of his engagements in France over the last two days, emphasizing his visit to the World War-1 memorial at Neuve Chapelle earlier in the day. He said he felt an immense pride at the memorial, which is a testament to the bravery of Indian soldiers who laid down their lives during the First World War.

The Prime Minister said that the world should recognize the spirit of sacrifice that is unique to India. He said these soldiers had sacrificed their lives, not defending their own country, but fighting shoulder to shoulder with the French. He said that by visiting the memorial, he wanted to send out a message that the world should change its perception about India - a country which can make sacrifices for others.

Shri Narendra Modi said India has never attacked other countries, and has contributed enormously to United Nations peacekeeping missions. Yet, India did not have a permanent seat in the United Nations Security Council. "Gone are the days when India used to beg," the Prime Minister said, asserting that India would now demand its right.

The Prime Minister said that as the land of Buddha and Gandhi, India had great moral authority, and expressed hope that the United Nations would consider this carefully on the 70th anniversary of its formation, this year.

The Prime Minister expressed happiness that his remarks were being beamed live, with French translation, in island territories in various parts of the world, including Reunion Island and Guadaloupe. He said 2.5 lakh people of Indian origin live on these islands too. He said there are many people of Indian origin in France, who now have little or no trace of their ancestral roots in India. He added that India still cared for them, because of their common DNA - irrespective of the colour of their passport.

The Prime Minister said he was confident, based on his experience of ten months of his Government, that the hopes and expectations of all Indians would be fulfilled. He spoke of some initiatives of the new Government, including the success of the Pradhan Mantri Jan Dhan Yojana, direct cash transfer of LPG subsidy, and coal block auctions. He said the "Make in India" initiative had aroused tremendous interest in France. He said that at the crux of all policies of his Government, was the vision to generate jobs for India's youth. He said India's demographic dividend was its biggest strength.

PM’s gift to President Francois Hollande

The Prime Minister, Shri Narendra Modi, during his visit to France, gifted the French President a painting titled Tree of Life, reflecting traditional societal respect for nature in India. France will be hosting the meeting of Conference of Parties on UN Framework Convention on Climate Change in December 2015. The tree as a divine gift central to human life is a recurring element in Indian artistic practice. The Tree of Life, with multiple roots and branches like a banyan tree, is a motif for a tree’s benevolence, fruit, seeds, shelter, healing, procreation and regeneration faculties that sustain life and clean the environment.

The painting (pigments on silk) has been done by an Odisha artist, Bhaskar Mahapatra, who has been practicing the art form for the last thirty years along with the rest of his family, and works from his home in the heritage crafts village of Raghurajpur. Bhaskar Mahapatra, who has been honoured by Lalit Kala Akademi, is inspired by his training and expertise in palm leaf painting and pattachitra.

NPCIL and France’s AREVA Sign Pre-Engineering Agreement for Jaitapur Nuclear Power Project


Nuclear Power Corporation of India Ltd. (NPCIL), a PSU under the Department of Atomic Energy, Government of India, and M/s AREVA of France have entered into a Pre-Engineering Agreement (PEA) on April 10, 2015 in connection with the proposed Jaitapur Nuclear Power Project for setting up of two EPR (Evolutional Pressurised Reactor) rectors of 1650 MWe each to be set up in collaboration with France.

The PEA mainly pertains to assessment of licenseability of the EPR project as per Indian laws, codes, guides, regulations, manuals, practices and general acceptability, as well as an informed understanding of the EPR technology itself.

The PEA will, therefore, facilitate NPCIL to obtain details of the EPR technology, make a detailed safety assessment of the plant and take up the licensing process with Atomic Energy Regulatory Board (AERB), as soon as the Jaitapur Nuclear Power Project is taken up for implementation.

The PEA will also contribute to explore the most efficient and cost-effective pathways for project implementation, and to maximise the scope of localisation of different components of the power plant, with a view to not only make the project economical, but also enhance India’s domestic capabilities in line with the campaign for “Make in India”.

These preparatory steps are going to be necessary whenever the Jaitapur Nuclear Power Project is taken up, thus saving precious time and cost in the implementation of the project.

EPR is an advanced Light Water Reactor (LWR) technology. Understanding the nuances of this technology will also be to our advantage as NPCIL strives to augment its capability in the LWR domain.

The signing of PEA with AREVA is an important reflection of India’s abiding interest in partnering with France in the civil nuclear power sector.

The Department of Atomic Energy also welcomes the Memorandum of Understanding (MOU) signed between the Indian company L&T and M/S AREVA of France on April 10, 2015 for cooperation to maximise localisation for the EPR nuclear reactors in India. The collaboration, through transfer of technology, is expected to facilitate manufacturing in India of many critical components for the proposed Jaitapur Nuclear Power Project, which otherwise either are not accessible to India or would have to be imported. The collaboration is expected to have a multiplier effect in enhancing India’s manufacturing capabilities with cutting edge technology, not only in nuclear power sector, but in other areas as well, such as petrochemicals and infrastructure. The MOU is in accord with the “Make in India” campaign of the Government aimed at enhancing indigenous technological and manufacturing capabilities of Indian industries.

India & France Sign An Mou to Establish a Marine Biology Institute

A Memorandum of Understanding (MOU) was signed yesterday in the presence of Prime Ministers of India & France during the visit Shri Narendra Modi to France, for establishing an Institute for frontier Marine Science & Technology Research in the five years.

Under the MOU India’s Department of Biotechnology would join hands with the Université Pierre Et Marie Curie (UPMC) and the Centre National de la Recherche Scientifique (France’s National Centre for Scientific Research- CNRS) to set up a the National Institute of Marine Biology and Biotechnology in India. As a part of this France would contribute expertise in developing high standard marine stations for collaborative research programmes, train manpower, facilitate setting up efficient research infrastructure, facilities & technologies. Indian would bring interest & proficiency in cell & molecular biology & biotechnology. It will also provide Indian researchers access to the French marine stations with extraordinary technical capabilities.

The Institute will carry out fundamental science research with a multidisciplinary approach and will collaboratively address the most important topics in marine biology and marine biotechnology.

India’s several marine zonesoffer immense resources which can be tapped for biology and biotechnology research. Applications of molecules and bio-materials discovered from marine sources are also numerous. But most of the resources remain poorly charted and relatively untouched. The country can boast of a handful of talented biologists, who can rapidly chart our marine and island diversity, make discoveries and apply them to human and animal welfare. They can be potential leaders in this venture.


The charting of our Island diversity will soon be accomplished in collaboration with ISRO and the deep sea exploration will be done in collaboration with the Earth Sciences Ministry.


This collaboration is expected to address this challenge by upgrading human resources, boosting capacity and sophisticated technology needed to explore high-speed and high-qualityOcean and island- biology at the highest international level.


The French have a chain of the world’s best marine stations (Roskoff, Banyuls and Villefranche) and these are linked to other European marine stations. Harnessing the expertise they have developed in the area, can help speed up the process which would take years to develop independently.


The collaboration will help set up a high-tech hub and two major ‘spokes’ in mainland India. These centres will train a new generation of marine biologists and bio-technologists in the use of the best scientific methods and techniques. In parallel, India will develop its own marine stations while learning from this collaborative hub. The smaller stations will be set up in chosen locations from the Andamans to Kutchand Lakshadweep escalating the development of the country’s own programmes.

Paris: The Ministry of External Affairs has described Prime Minister Narendra Modi`s visit to France as extremely successful and said that it met all the goals that were set.


"I would say the visit was extremely successful. It met all the key goals that were targeted and we hope this will enhance our ties with France and take them to the next level," MEA official spokesperson Syed Akbaruddin told ANI.

Akbaruddin said Prime Minister Modi`s visit has yielded results on a wide variety of issues including defence understandings and `Make In India`.

"On the nuclear front, India and France have agreed to transfer of technology from a French company to an Indian company which will enable the Indian company to have access to technology that has so far been denied to Indian companies. It will enable Indian companies now to strengthen the capabilities in manufacturing," he added.

Akbaruddin said that both sides have agreed to pursue French assistance for Prime Minister Modi`s project on smart cities.

"There have also been discussions on how can we take cooperation in railways ahead. On the people to people front, there is an understanding and an agreement that students who are a key constituency in promoting Indo-French ties will benefit after their research studies in France as well as in India, both the governments will facilitate their stay for periods where they can improve their skill sets and enhance their opportunities for improving cooperation between France and India," Akbaruddin said.

"France has indicated to India that they will be willing to process Indian request for visas within 48 hours. But that`s not all. This was at the government to government level. But, the Prime Minister always is an exponent of what we term as multi-layered diplomacy. So, while at the government level, we have had many successful outcomes," he added.

Akbaruddin further said that Prime Minister Modi`s interaction with the business leaders was productive.

"Today the Prime Minister was in Toulouse to visit Airbus which has indicated that they intend in the next five years to increase their sourcing from India by 500 percent. Currently, it is in the vicinity of 400 million dollars, by 2020 they indicated that this will be ramped up to two billion dollars as part of their contribution and their involvement with Prime Minister`s `Make in India` programme," he said.

Akbaruddin said that Prime Minister Modi urged the Indian community to continue their links with vibrant India.

"Prime Minister`s visit always has a public diplomacy element and Prime Minister has just met the Indian community and addressed them and has urged them that they need to continue their links with India because India is now a renewed India, a vibrant India," he said.

New Delhi: Prime Minister Narendra Modi has landed German city of Hannover commencing the second leg of his three-nation tour.

Business and technology will be the focus of his engagements aimed at attracting participation in the 'Make in India' campaign.

During his first official visit to the country, PM Modi and German Chancellor Angela Merkel will jointly inaugurate India's participation as 'partner nation' in the Hannover Fair besides holding in-depth talks with focus on how Germany can work with India in its developmental agenda.

PM Modi unveils bust of Mahatma Gandhi in German city of Hannover | Zee News

PM Modi said that Gandhi's teachings and principles were the appropriate answer to challenges like terrorism and global warming that the world faces.

"The shadow of terror is bent upon eliminating humanity. In this situation the ideals of Mahatma Gandhi like non- violence and 'Vasudhaiva Kutumbakam' (the world is one family) are appropriate answers to this challenge," Modi said in the city of Hannover, on the first day of his three-day visit to Germany, as per PTI.

Modi also referred to global warming and said the principles practised by Mahatma Gandhi can address this challenge.

He noted that Gandhi used to love and respect nature even in those days when there was no talk about climate change.

Modi said establishing the bust of Gandhi in Germany was a matter of pride for the whole world and those who believe in humanity. He said Gandhi may have been born in Gujarat in India but he was an global citizen and his ideals continue to guide humanity.

Syed Akbaruddin, official spokesperson, Ministry of External Affairs, tweeted saying that "many of 780 Indian residents of Hannover were at unveiling of Gandhiji's statue by PM."
