PM launches Civil Aviation Policy; directs expansion of Lahore Airport

Sharif says separate terminal will be built at Lahore airport for domestic passengers

Prime Minister Nawaz Sharif on Friday launched the Civil Aviation Policy 2015, saying said that the government is undertaking measures for multi-dimensional development of the country.

Addressing the ceremony, Prime Minister Sharif said the civil aviation industry plays an important role in economic growth but the sector remained neglected in the past and the present policy has come after 15 years.

The prime minister said this is one of the finest policies of civil aviation incorporating good features of modern policies. He described it as liberal, forward looking and progressive policy taking care of many problems, including those facing PIA.

He said PIA has to become a modern airlines and he has given directions to Finance Minister Ishaq Dar to provide it necessary finances and resources for the purpose. He, however, said PIA should make a distinction between bad and good people if it has to move forward.

Sharif said Pakistan needs new airports and modern facilities at the existing ones. He said Karachi airport is presently meeting our requirements but there is need for expansion of Lahore airport. He pointed out that Lahore airport becomes congested if three flights land simultaneously. With this in view, he has given directions for its expansion on both sides. The airport will have a separate terminal for domestic passengers.

The prime minister said the present government inherited numerous challenges, including reviving the economy. Economic indicators are getting better and he was giving more attention to resolve the energy crisis, he added.

Sharif said he never gave any deadline for addressing the issue but in view of projects being undertaken by the government the menace of load shedding would be over by the end of its tenure.

He referred to 3,600 MW to be produced through LNG, 1,000 MW from Neelum Jhelum to be completed by the end of next year, Guddu 500 MW and another 1400 MW from Tarbela-4 and said the current shortages would be taken care of by the end of 2017.

The prime minister asked investors to start building their factories and there would be no energy problem by the time these factories are completed.

He said the government was also trying to fix the law and order problem in Karachi, which is business hub of the nation. He said it is his objective to make Karachi a crime free city and necessary resources are being provided for the purpose.

Addressing the ceremony, Finance Minister Ishaq Dar assured investors that the new policy would revolve around the principle of taxing the revenue and not the capital investment. He said this philosophy would be reflected in the coming budget.

The finance minister said the aviation policy is robust, investment friendly and shows road map for development of civil aviation in the country.

What the airport needs is a second runway.

PM sab, please visit Jinnah Terminal yourself. It's still pretty good and nice condition, but it can definitely use a good upgrade considering it's the largest transit hub of the country and hundreds of foreigners visit it. Beautification and refurbishing of the interior of the terminal and development of the outside parking lot as well as the road leading to the airport, would be a great help.

The 1st one is empty all the time, it's not as if there is a flight coming in every 2 mins.

A second runway helps provides a crucial backup for a large airport and helps maintains service with longer gaps between planes due to weather, specially fog. By the time a runway is built, traffic would have increased considerably. Foreplanning is important.

Buddy the cost of a new runway will run into several dozen billions of ruppees and out of that 60-70% will actually be spent on the construction of the runway, the rest goes to commissions. Now that is the cost to taxpayer. Vs the advantage to taxpayer, which is not much.

And the traffic will increase on the basis of what ? I don't see traffic increasing to such a point that a second runway is needed within the next 5yrs. And it doesn't take long to build runways....

Minimum distance between parallel runways

3.1.11 Recommendation.— Where parallel non-instrument runways are intended for simultaneous use,
the minimum distance between their centre lines should be:
— 210 m where the higher code number is 3 or 4;
— 150 m where the higher code number is 2; and
— 120 m where the higher code number is 1.

Note.— Procedures for wake turbulence categorization of aircraft and wake turbulence
separation minima are contained in the Procedures for Air Navigation Services — Air Traffic
Management (PANS-ATM), Doc 4444, Chapter 4, 4.9 and Chapter 5, 5.8, respectively.

3.1.12 Recommendation.— Where parallel instrument runways are intended for simultaneous use
subject to conditions specified in the PANS-ATM (Doc 4444) and the PANS-OPS (Doc 8168),
Volume I, the minimum distance between their centre lines should be:
— 1 035 m for independent parallel approaches;
— 915 m for dependent parallel approaches;
— 760 m for independent parallel departures;
— 760 m for segregated parallel operations;
except that:
a) for segregated parallel operations the specified minimum distance:
1) may be decreased by 30 m for each 150 m that the arrival runway is staggered
toward the arriving aircraft, to a minimum of 300 m; and
2) should be increased by 30 m for each 150 m that the arrival runway is staggered
away from the arriving aircraft;
b) for independent parallel approaches, combinations of minimum distances and
associated conditions other than those specified in the PANS-ATM (Doc 4444) may
be applied when it is determined that such combinations would not adversely affect
the safety of aircraft operations.

You can check with google maps if there is enough space around the airport to build another independant instrument approach runway. There isn't.

So I'm guessing someone high up there has bought a large chunk of land around the airport. And the land will be bought by the government at super high prices....

The best way to plan ahead would be a new airport, not to invest more in the existing facility that is already limited.

The PM of Lahore should also be merciful on the other cities of Pakistan.

Add Gawadar and Mansehra Airport in it + they renovated Benazir Airport in Rawalpindi and Extending the New International Airport

I'm sure the new airports and motorways will create more graduates, provide better health care and reduce crime in Pakistan
